CPWD tenders: how to find them, check status and get enlisted
The short answer
Central Public Works Department (CPWD) tenders are published online on CPWD's e-tendering portal, and award information also reaches the Central Public Procurement Portal. Most CPWD works are open to contractors enlisted with CPWD in the right category and class; larger and specialized works use two or three bid systems that also admit non-enlisted contractors who meet the eligibility criteria.
Key takeaways
- Search CPWD tenders on the department's own e-tendering portal first, and use the Central Public Procurement Portal as a cross-check and for award details.
- Enlistment decides how big a CPWD work you can bid for without separate eligibility documents, but it never guarantees qualification for a particular tender.
- Under the 2021 enlistment rules, Buildings & Roads contractors are enlisted in nine classes, from Class V (₹0.40 crore) up to Class I (Super) (₹650 crore).
- Above the Class I limit, CPWD typically invites bids in a two or three bid system where non-enlisted firms qualify through similar works, turnover and bid capacity.
What is a CPWD tender?
CPWD is the Central Public Works Department under the Ministry of Housing and Urban Affairs. It builds and maintains central government buildings, residential colonies, roads and campuses across India, along with the electrical, mechanical and horticulture work that goes with them.
A CPWD tender is the notice and bid document for one of those works. It is usually issued by an Executive Engineer of a division, on behalf of the President of India, in the department's standard notice format, Form CPWD-6. The bid document carries the schedule of quantities, drawings, specifications and the General Conditions of Contract.
People search for "central pwd tenders" because state public works departments use the same name. If your work is with a state department, our guide to PWD e-tenders covers how state systems differ. This guide stays with the central department.
CPWD tender search: where CPWD publishes online tenders
CPWD runs its own e-tendering portal at etender.cpwd.gov.in (opens in a new tab). That is where a CPWD online tender is uploaded, downloaded and bid. Bid documents in the CPWD format tell contractors who are not registered on the portal to register beforehand, and bids need a valid Class III digital signature certificate.
Central government tenders also surface on the Central Public Procurement Portal (CPPP). CPWD's own operating procedures say award letters uploaded on the e-tendering site become available on eprocure.gov.in (opens in a new tab) through a system link. For finding live bids, though, start with the CPWD portal and treat CPPP as a cross-check. Our guide to CPPP tender search explains that site.
- Search by location first. CPWD is organized into zones, circles and divisions, and a division's name usually tells you the city or campus.
- Save the NIT number as soon as you find a notice. It is the reference for every corrigendum, query and status check that follows.
- Read the eligibility line in the notice before downloading anything else: it says whether the work is open to CPWD enlisted contractors only, or also to contractors of other departments and to non-enlisted firms.
- Check the CPWD tender detail page again two days before closing for corrigenda. Date extensions and revised schedules are posted there, not emailed to you.
How to check CPWD tender status after you bid
CPWD tender status lives on the e-tendering portal, inside your bidder login. Each tender moves through a fixed sequence, and knowing it tells you whether silence is normal or a sign to follow up.
| Stage | What happens | What you check |
|---|---|---|
| Published | Notice and bid document uploaded with dates | NIT number, estimated cost, eligibility line, closing date |
| Corrigendum | Dates, quantities or conditions revised | Whether your bid still matches the latest documents |
| Bid closed | Submission window shuts | Your submission receipt and uploaded file list |
| Eligibility or technical opening | Uploaded documents checked (two or three bid works) | Whether you are listed as qualified, and any clarification request |
| Financial opening | Price bids opened online | Comparative bid sheet: your rank and the L1 figure |
| Acceptance and award | Competent authority accepts; award letter uploaded | Award letter, then the performance guarantee deadline |
In CPWD-format bids, bidders can log in on the opening date to watch the opening and then see the comparative bid sheets of all bidders. That sheet is the most useful pricing data you will get from a lost tender, so save it. For reading award data across many tenders, see our guide to tender results.
Before the financial bid is opened, the department prepares a justification: its own estimate of a reasonable price, built from market rates on the last date of submission using the CPWD analysis of rates. Our explainer on CPWD DSR and analysis of rates shows how that figure is built, which helps you judge where your quote will land.
CPWD contractor enlistment: categories, classes and tendering limits
Enlistment is CPWD's standing list of contractors. Its stated purpose is to keep a ready list of competent contractors so credentials need not be verified afresh for each tender. Under the Rules for Enlistment of Contractors in CPWD, 2021, there are two categories: Buildings & Roads, and Horticulture.
Your class sets your tendering limit: the largest estimated cost put to tender you can bid for. The limit is the same all over India, whichever office enlisted you, and you may bid up to it without a separate eligibility bid, subject to bidding capacity, unless the notice says otherwise.
| Class | Tendering limit | Completed works needed (any one option) | Average annual turnover | Net worth |
|---|---|---|---|---|
| I (Super) | ₹650 crore | 3 of 7,000, or 2 of 10,500, or 1 of 21,000 | 21,000 | 6,500 |
| I (AAA) | ₹260 crore | 3 of 3,500, or 2 of 5,250, or 1 of 10,500 | 10,500 | 2,600 |
| I (AA) | ₹130 crore | 3 of 1,750, or 2 of 2,600, or 1 of 5,200 | 5,200 | 1,300 |
| I (A) | ₹75 crore | 3 of 1,100, or 2 of 1,600, or 1 of 3,200 | 3,000 | 750 |
| I | ₹50 crore | 3 of 400, or 2 of 600, or 1 of 1,200 | 1,200 | 500 |
| II | ₹15 crore | 3 of 110, or 2 of 160, or 1 of 320 | 320 | 150 |
| III | ₹4 crore | 3 of 35, or 2 of 50, or 1 of 100 | 100 | 40 |
| IV | ₹1.30 crore | 3 of 10, or 2 of 15, or 1 of 30 | 30 | 13 |
| V | ₹0.40 crore | 3 of 3, or 2 of 4, or 1 of 8 | 8 | 4 |
Horticulture has four classes, with limits from ₹2.30 crore (Class I) down to ₹0.20 crore (Class IV). A contractor may hold enlistment in more than one category, but only one class within a category, and cannot bid in a category it is not enlisted in.
How to get enlisted with CPWD (CPWD tender registration)
There are really two registrations. Bidder registration on the e-tendering portal lets you download and submit bids. Enlistment is the separate, slower process that gives you a class. Many contractors search "cpwd tender registration" meaning the second.
- Pick the category and class your completed works and finances support today, not the one you hope to reach.
- Collect completed-work evidence from the last seven years: award letters, final bills and completion certificates in the exact name you are enlisting under.
- Get chartered accountant certificates for turnover and net worth, and a banker's certificate in the prescribed form.
- Apply online through the Contractors' Enlistment Management System on the CPWD website, to the enlisting authority for the area of your registered office, and pay the non-refundable fee online.
- Expect inspection of your completed works. Performance is scored on the ground, not only on paper.
Under the 2021 rules, past work values are brought to current value at 7% simple interest a year from completion. Works finished with a time overrun ratio above 1.0 are not counted, and experience as a labour rate or petty contractor is not accepted. Enlistment is valid for five years from the order, and stays open to review if performance slips.
Can you bid for CPWD tenders without enlistment?
Often, yes, for larger and specialized works. Under the CPWD standard operating procedures, works above the Class I tendering limit are invited in a two or three bid system. Enlisted contractors above Class I may bid up to their limits without eligibility documents; everyone else proves eligibility in the first envelope.
The usual experience test asks for three similar works each worth at least 40% of the estimated cost put to tender, or two of 60%, or one of 80%, completed in the last seven years. Our guide to similar work criteria works through those numbers, and the bid capacity formula covers the second test most notices apply.
Specialized works, such as those on CPWD's specialized list, are invited from specialized agencies as well as CPWD and non-CPWD contractors with the right experience. Some smaller notices also admit contractors enlisted with MES, railways, BSNL or a state PWD. The eligibility line in each notice decides; read it before anything else.
Illustrative example: a Class III contractor reads two notices
Ananya runs a building firm in Bhubaneswar, enlisted with CPWD as a Buildings & Roads Class III contractor (limit ₹4 crore). On a Monday her estimator flags two notices from the local division. The figures are invented for this example.
- Notice A: repairs and renovation of staff quarters, estimated cost put to tender ₹3.60 crore, open to enlisted contractors of appropriate class. It sits inside her limit, so she can bid without an eligibility envelope, subject to bid capacity.
- Notice B: a new office block, estimated cost ₹5.20 crore. That is above her Class III limit, so her class alone does not let her in. She can bid only if the notice is opened to non-enlisted firms, and then she must prove similar works on her own record.
- For Notice B, 40% of ₹5.20 crore is ₹2.08 crore. Her three largest completed buildings, brought to current value, are ₹2.30 crore, ₹1.90 crore and ₹1.20 crore, so the three-work route fails. One work of 80% (₹4.16 crore) is also out of reach.
She bids Notice A, saves the comparative bid sheet after the financial opening, and starts preparing a Class II upgrade file, because Notice B is the size of work she wants next year.
How AI tools help with CPWD tenders, and what people still decide
A CPWD bid document is long but predictable: the CPWD-6 notice, the schedule of quantities, special conditions and the general conditions. The slow part is pulling the eligibility line, the class, the similar-work test, the milestones and the special conditions out of it for every notice you consider.
TenderGenie's Risk & Compliance checks the tender's TQ and PQ criteria against your organization's credentials and maps obligations, so the bid/no-bid call starts from a clear list. Tender Sourcing in TenderGenie scores opportunities you bring into view for relevance and builds a shortlist.
People still decide. Your team confirms the eligibility reading against the notice, chooses which works to quote, sets every rate and signs the bid. Enlistment, upgrades and the relationship with the division stay human work. See our infrastructure and construction page for how this fits a contractor's bid process.
Questions and answers
How do I search CPWD tenders?
Use CPWD's e-tendering portal and search by location, division or NIT number. Read the eligibility line of each notice to see whether it is open only to CPWD enlisted contractors of a class, or also to other departments' contractors and non-enlisted firms. Use the Central Public Procurement Portal as a cross-check and for award details.
How can I check CPWD tender status?
Log in to the CPWD e-tendering portal and open the tender from your bids. The status moves from published and corrigendum to bid closed, eligibility or technical opening, financial opening and award. After the financial opening, download the comparative bid sheet to see your rank and the lowest quote.
Is CPWD enlistment required to bid for CPWD tenders?
Not always. Works within the enlisted class limits are usually reserved for CPWD enlisted contractors of the right category and class. Larger works above the Class I limit and specialized works use two or three bid systems, where non-enlisted contractors can qualify by meeting the similar work, turnover and bid capacity criteria in the notice.
How do I register as a contractor in CPWD?
Register as a bidder on the CPWD e-tendering portal with a Class III digital signature to download and submit bids. For enlistment, apply online through the Contractors' Enlistment Management System on the CPWD website with completed-work evidence, turnover, net worth and banker's certificates, and pay the enlistment fee online.
What are the CPWD contractor classes and tendering limits?
Under the 2021 enlistment rules, Buildings & Roads contractors are enlisted in nine classes: I (Super) up to ₹650 crore, I (AAA) ₹260 crore, I (AA) ₹130 crore, I (A) ₹75 crore, I ₹50 crore, II ₹15 crore, III ₹4 crore, IV ₹1.30 crore and V ₹40 lakh. Check the latest rules for revisions.
How long is CPWD enlistment valid?
Under the 2021 rules, enlistment is valid for five years from the date of the enlistment order, or as stated in the order. It can be reviewed, suspended or cancelled at any time after a show cause notice, and contractors must apply for revalidation before it lapses to keep bidding.
What do I need for a CPWD online tender?
A bidder account on the CPWD e-tendering portal, a valid Class III digital signature certificate, your enlistment order or eligibility documents, the EMD or bid security as the notice asks, GST registration and any other documents listed in the notice, uploaded before the closing time.
