Use case
Build a Tender Compliance Matrix from the Tender Pack
For bid coordinators, engineers and commercial leads responsible for a compliant response
A tender compliance matrix lists every requirement a response must address and records how the response meets each one. Bid coordinators usually own it, with engineering, commercial, quality and legal leads answering their sections. It is hard because requirements are spread across specifications, clauses, datasheets and annexures, and a single missed mandatory requirement can make a response non-compliant. TenderGenie extracts requirements from the whole pack with source references, maps them against the response and keeps owners and open questions in the tender workspace.

What is a tender compliance matrix?
A tender compliance matrix, also called a compliance sheet or requirements checklist, is a table of the tender's requirements with the bidder's position on each: complies, complies with clarification, deviates or not applicable, plus a reference to where the response shows it. Many buyers supply their own template, which then defines the format. It differs from an eligibility check: eligibility asks whether you may bid, while the matrix asks whether your response meets what the buyer requires.
The problem
Requirements hide
in every volume of the pack.
- 01
Requirements are not labelled
Mandatory requirements sit in prose, tables and datasheets, and few of them are numbered for you.
- 02
Volumes refer to each other
A commercial clause can change how a technical requirement must be met.
- 03
Ownership is unclear
Without an owner for each requirement, items are answered twice or not at all.
- 04
Addenda move the target
Addenda and clarification answers change requirements after the matrix has been started.
How the workflow works
From tender pack
to a checked compliance matrix.
The steps describe building the matrix with TenderGenie. Where the buyer supplies a template, follow it.
- Step 01
Load the full pack
Bring the specifications, commercial volumes, datasheets, drawings and annexures into one tender workspace.
- Step 02
Extract the requirements
Document Intelligence brings out specifications, scope, clauses, obligations and datasheet requirements, each with a reference to its document and page.
- Step 03
Separate the kinds of requirement
Sort mandatory requirements, eligibility criteria, contract obligations and submission requirements, because each needs a different reviewer.
- Step 04
Assign owners
Assign each group to engineering, commercial, quality or legal through task assignment, with due dates and reminders.
- Step 05
Record each position
Owners confirm compliance against the source wording, note deviations and raise clarification questions where needed.
- Step 06
Check before submission
Response Builder's offer checklist and submission-readiness checks help confirm that the response contains what it should.
Relevant TenderGenie capabilities
Where each requirement
comes from and goes to.
Document Intelligence
Extracts requirements across PDF, DWG, XLS and DOC files, including complex datasheets, and links each one to its source page.
Risk & Compliance
Compliance checks map requirements to the response so gaps show early, and obligation mapping links each obligation to its source clause.
Collaboration
Task assignment, due-date reminders, queries and approvals keep each requirement's owner and status visible.
Response Builder
Generates an offer checklist of what the response must contain and supports submission-readiness checks before your team submits.
Product, review and decision
What the platform prepares,
and what the bid team confirms.
TenderGenie does
- Extracts requirements across PDF, DWG, XLS and DOC files
- Links each requirement to its source page
- Maps requirements to the response through compliance checks
- Tracks owners, queries and approvals
Your team reviews
- That every requirement in the pack has been captured
- The compliance position for each requirement
- Deviations and clarification wording
- The matrix against the buyer's template
Stays a human decision
- Whether to state a deviation
- What to clarify with the buyer
- Sign-off of the final response
Checklist
Columns a compliance matrix
usually needs.
Use the buyer's template if one is supplied. Otherwise these columns cover what reviewers and evaluators usually look for.
- Requirement reference
- Document, section, clause and page, so anyone can find the original wording.
- Requirement text
- The requirement as written, not a paraphrase.
- Type
- Mandatory, desirable, eligibility, contractual or submission requirement.
- Owner
- The person responsible for the answer.
- Compliance position
- Complies, complies with clarification, deviates or not applicable.
- Response reference
- Where the response addresses the requirement, with any deviation stated.
Illustrative scenario
Tender Compliance Matrix
in practice.
An example of how the workflow can be used. It is not a customer case study, and the photograph is illustrative.
A valve tender with a requirement in the datasheet
A valve manufacturer receives a tender with a technical specification, a datasheet workbook and a commercial volume. Document Intelligence extracts the requirements with source references, including a fugitive emission test requirement that appears only in the datasheet. The bid coordinator groups the requirements, assigns the technical items to engineering and the warranty and liability clauses to commercial. Engineering confirms compliance for most items and raises a query on the emission test class. The answer leads to a stated clarification in the matrix, and before submission the team checks the offer checklist against the compiled response.

Benefits
What a source-linked matrix
gives reviewers.
Coverage across the pack
Requirements are extracted from every document type in the pack, not only the main specification.
Traceable answers
Each row points to its source, so reviewers and approvers check the original wording.
Clear ownership
Every requirement group has an owner, a due date and a status.
Readiness you can see
Open items and pending approvals are visible before the deadline rather than on it.
Questions
Tender Compliance Matrix
questions answered.
What is the difference between a compliance matrix and a compliance review?
The matrix is the document: the requirements and your position on each. The compliance review is the work of checking that position, including obligations and risks. TenderGenie supports both through Document Intelligence and Risk & Compliance.
What if the buyer supplies a compliance template?
Use it, because the buyer's template defines the format evaluators expect. The requirements TenderGenie extracts, with their source references, help the team check that each row in the template has been answered against the original wording.
Does the extraction capture every requirement?
Treat it as a starting point. Extraction covers the whole pack and keeps source references, but reviewers should confirm coverage, particularly for requirements in tables, drawings or addenda.
How should deviations be handled?
State each one clearly with the reason and, where possible, an alternative. Commercial or legal leads should review contract deviations before they are included, and some buyers do not accept deviations at all.
What happens when an addendum changes a requirement?
Add the addendum to the tender workspace, check which requirements it changes and update the affected rows and owners. Version control and the audit trail record what changed and who approved it.
Does a complete matrix mean the bid is compliant?
No. It means each requirement has a recorded position. Whether the response actually meets each requirement is confirmed by your team before submission.
