Approved vendor lists: how manufacturers register with EIL, BHEL, NTPC and other buyers
The short answer
An approved vendor list (AVL) is a buyer's list of manufacturers it has assessed and accepted for specific products. Manufacturers get on it by applying through the buyer's vendor portal, submitting company and product documents, passing a capability or works assessment, and renewing before the enlistment expires. Approval is product-specific, not company-wide.
Key takeaways
- An approved vendor list approves a manufacturer for named products and ranges, so check the scope of your approval against every tender line item.
- Each buyer runs its own process through its own portal: EIL through its enlistment portal, BHEL through its vendor section, NTPC through its tender and vendor notices.
- Most buyers register manufacturers first; a dealer or trader usually needs its principal registered and a manufacturer authorization for each bid.
- Enlistment expires, and EIL states its enlistment is valid for three years, so renewal belongs on the calendar.
- In EPC projects the owner's vendor list binds the contractor, which makes listing with the owner or its consultant as valuable as winning a single order.
What is an approved vendor list?
An approved vendor list is a register a buyer keeps of suppliers it has checked and accepted for particular items. PSUs, consultants and project owners use it to limit tenders to makers they trust, or to decide whose equipment an EPC contractor may buy. Buyers also call it a vendor list, approved makes list, registered vendor list or enlistment.
Approval almost always has a scope. A valve maker might be listed for gate and globe valves up to a stated size and pressure class, but not for ball valves. A tender may then say bidders must be "enlisted with the purchaser for the item", and an approval for a different product does not count.
There are three places manufacturers usually meet these lists:
- Buyer enlistment: registering directly with a PSU or utility such as BHEL, NTPC or IOCL so you can receive enquiries and bid.
- Consultant enlistment: registering with an engineering consultant such as EIL, whose vendor lists feed the projects it designs and manages.
- Project vendor lists: the approved makes list attached to an EPC tender or contract, which the contractor must follow when buying equipment.
How vendor registration typically works
Each buyer sets its own process, but most follow a similar sequence. Treat this as a map, and follow the buyer's own portal and terms for the details.
- Choose the products. Find the buyer's product or material codes that match what you make, and apply only for those you can evidence.
- Create a portal account. Most large buyers take applications online and ask for a digital signature certificate for bidding.
- Submit company documents. Typically incorporation papers, PAN, GST registration, Udyam certificate if any, bank details and authorized signatory details.
- Submit product evidence. Typically catalogues, drawings, type test or performance test reports, quality certificates, a list of manufacturing and testing equipment, and supply references with purchase orders and performance certificates.
- Pass the capability or works assessment. Many buyers inspect the factory or review manufacturing and testing capacity before approving a product.
- Receive approval for a defined scope. The approval names the products and, often, size, rating or capacity ranges. Some buyers start new vendors with a trial order.
- Keep it current. Renew before expiry, and apply for enhancement when you add products or move works.
Which documents and assessments apply depends on the buyer and the product. Some buyers accept a document review alone for simple items and inspect works for critical equipment.
EIL vendor registration and the EIL approved vendor list
Engineers India Limited (EIL) is a consultant and EPC company for refineries, petrochemicals and other process plants. Its enlistment matters because EIL-designed projects often draw on its vendor lists.
EIL's Suppliers and Contractors page (opens in a new tab) points to its online enlistment portal and lists four services: new supplier enlistment, enhancement of an existing enlistment (product profile and added works), revalidation, and shifting of works. The page states that EIL enlistment remains valid for three years and that enlisted partners receive reminders six months before expiry. It links a terms and conditions document that sets out eligibility and mandatory documents, and warns that non-adherence may lead to rejection.
Read that terms document before applying, and apply product by product. Enlistment is separate from bidding: EIL tenders are bid through the portal named in each tender.
BHEL vendor registration
BHEL runs vendor registration through its vendor section (opens in a new tab) and publishes vendor empanelment terms for products (opens in a new tab). Its units buy for power, transmission and industrial projects, so the product list is wide.
Two points in BHEL's published terms matter for most manufacturers. A vendor must first meet the pre-qualification requirement (PQR) for the product it applies for. And traders, stockists or dealers "shall not be registered unless the principal is registered", so a reseller cannot get onto the list ahead of the manufacturer whose product it sells.
NTPC vendor registration
NTPC publishes its tenders and vendor-related notices on its tender site (opens in a new tab). Enlistment notices have historically been issued for specific product categories, with separate applications per category, so look for the notice that covers your item rather than a single general form.
NTPC tenders also show how strictly buyers read registration scope. One NTPC tender states that agencies registered in trading categories are not entitled to MSE benefits, which is covered in our EMD in tender explainer. Check the present enlistment route with NTPC before applying, because the process has changed over time.
EIL, BHEL, NTPC, GeM and EPC vendor lists compared
| Buyer or list | Where to start | What it approves | Watch for |
|---|---|---|---|
| EIL | EIL Suppliers and Contractors page and enlistment portal | Suppliers for named products and works | Three-year validity; enhancement needed for new products |
| BHEL | BHEL vendor section and empanelment terms | Vendors per product, after meeting the product PQR | Dealers registered only if the principal is registered |
| NTPC | NTPC tender site and enlistment notices | Vendors per product category, as each notice defines | Separate application per category; process changes |
| GeM | GeM seller account and OEM panel | OEMs and brands, after vendor assessment where required | OEM approval of reseller catalogues |
| EPC project | Owner or consultant vendor list in the tender | Makes for each equipment item on that project | New makes need owner approval, often before order |
GeM vendor assessment and the manufacturer authorization form
On the Government e-Marketplace (GeM), manufacturers register as OEMs and list their brands. For many product categories GeM requires a vendor assessment before an OEM can be approved, carried out by an assessment agency that GeM designates, which reviews the manufacturing facility and documents.
Resellers on GeM depend on the OEM. Under GeM's quadrant policy (opens in a new tab), the OEM approves or rejects a reseller's catalogue within 72 hours and gives reasons. A manufacturer that keeps its OEM panel current controls who can sell its products in GeM bids.
Outside GeM, the same control works through a manufacturer authorization form (MAF) when resellers bid. A manufacturer authorization form, also called a MAF or OEM authorization letter, is a letter from the manufacturer authorizing a dealer to quote its product in a named tender. Tenders that allow resellers usually require it, and many supply the format as an annexure.
A MAF that gets accepted typically:
- Uses the tender's own format, word for word, on the manufacturer's letterhead.
- Names the buyer, the tender number and the product or model being offered.
- Names the authorized dealer and states that the manufacturer will support warranty, spares and service for the stated period.
- Is dated, signed by a person with authority to sign for the manufacturer, and valid for the bid and contract period the tender requires.
Many buyers want a bid-specific authorization, not a general dealership certificate. Buyers have rejected bids where the MAF was generic, out of date or in the wrong format, so treat it as a tender document, not a formality.
EPC approved vendor lists and the Aramco approved vendor list
In an EPC tender, the owner or its consultant usually attaches a vendor list naming acceptable makes for each equipment item. The EPC contractor prices against those makes, and buying from anyone else typically needs the owner's approval. For a manufacturer, appearing on that list matters as much as approaching the contractor, because the contractor cannot easily order from an unlisted maker. See the EPC industry page for how these packages are reviewed.
Global buyers run their own systems. Saudi Aramco's supplier registration starts from its become a supplier (opens in a new tab) page, and its e-Marketplace FAQs (opens in a new tab) describe sign-up as invitation-based. Registration does not equal qualification: being approved as a manufacturer for a product still needs documents and technical and quality assessment, and valve makers face product-specific experience requirements.
How AI tools help, and what people must still decide
The approved makes list, the enlistment clause and the MAF format are often in different annexures of a long tender pack. TenderGenie Document Intelligence brings out requirements and clauses across the whole pack, each with a reference to its source page, so a reviewer can check whether the tender demands enlistment and with whom.
Risk & Compliance compares TQ/PQ criteria with your organization's credentials and documents and shows which requested documents you already hold. Enterprise Memory keeps approved credentials and evidence available for the next bid, which helps when the same enlistment certificate is asked for again.
People decide which products to apply for, whether an approval scope covers a tender item, whether to seek a MAF or a partner, and whether the tender is worth pursuing. Our guide to evaluating tender eligibility shows how to record that judgement.
Questions and answers
What is an approved vendor list?
A buyer's list of suppliers it has assessed and accepted for specific products. Tenders and EPC contracts often restrict bids or purchases to makers on that list.

Through EIL's online enlistment portal, linked from its Suppliers and Contractors page. Read its terms and conditions document first; EIL states that enlistment is valid for three years.
Can a dealer register with BHEL?
BHEL's published terms say traders, stockists and dealers will not be registered unless the principal manufacturer is registered.
What is GeM vendor assessment?
An assessment of an OEM's manufacturing facility and documents, required for many product categories before GeM approves the OEM and its brand.
What is a manufacturer authorization form?
A letter from the manufacturer authorizing a dealer to quote its product in a named tender, usually in the tender's format, with warranty and support undertakings.
How long does vendor enlistment stay valid?
It depends on the buyer. EIL states three years. Check each buyer's terms and renew before expiry.
Is vendor registration the same as qualifying for a tender?
No. Enlistment shows you are an accepted maker for certain products. Each tender still sets its own technical and pre-qualification criteria.
