Bid vs tender: what is the difference, and does it matter?
The short answer
Strictly, a tender is the buyer's invitation and process, and a bid is the offer a supplier sends in response. In India the words are used loosely: GeM calls the buyer's event a bid, CPPP calls it a tender, and your offer may be called a tender, quotation or proposal. The rules inside the document matter, not the label.
Key takeaways
- Tender usually means the buyer's side (invitation, document and process) and bid usually means your side (the offer).
- The central procurement manuals admit India has no standard procurement vocabulary and that 'tender' is used for both sides.
- On GeM the buyer's event is a bid with a GEM/year/B number; on CPPP and most state and PSU portals it is a tender with a tender ID.
- Quotation, offer and proposal are all bids; what differs is the procedure and paperwork attached to them.
Bid vs tender: the short answer
Think of two sides of one transaction. The buyer issues a tender: an invitation, a set of documents and a process for choosing a supplier. You submit a bid: your priced, signed offer against that tender. Tendering is what the buyer runs. Bidding is what you do.
That is the textbook split, and the central government manuals try to keep it. The Manual for Procurement of Goods (opens in a new tab) has a short section called 'Nomenclature Conundrum' (para 1.14). It says Indian public procurement has no standard nomenclature, that American, European and British or Indian terms are all mixed in, and that 'tender' is taken to mean the tender document, the tender process and also the bid that bidders submit.
The manual then picks a convention: tender for the document or process the buyer publishes, bid for what bidders submit, and bidder rather than tenderer. The Manual for Procurement of Works (opens in a new tab) carries the same passage. So when a colleague says 'we submitted the tender yesterday', they mean the bid. Nobody is wrong; the words just overlap.
How do Indian portals use 'bid' and 'tender'?
Where you are bidding decides the vocabulary on your screen. This table covers the words you will meet most.
| Word | Where you see it | What it refers to | Typical wording |
|---|---|---|---|
| Bid (buyer side) | GeM | The buyer's procurement event, with a bid number such as GEM/2025/B/ followed by digits | 'Bid End Date / Time', 'Bid Opening Date / Time' |
| Bid (your side) | Every portal and manual | Your offer, often split into a technical bid and a financial or price bid | 'Online bid submission', 'two-bid system' |
| Tender | CPPP, NIC-based central and state portals, PSU websites | The buyer's notice, document or process, identified by a tender ID | 'Tender ID', 'Notice Inviting Tender', 'tender fee' |
| Tender (your side) | Older contracts, everyday speech | Your offer | 'Tenderer', 'lowest tender' |
| Quotation | Small purchases, limited enquiries, requests for quotation | A priced offer, usually against a short, fixed requirement | 'Submit your quotation by the date of opening' |
| Offer | PSU and EPC enquiries, private buyers | Your bid, often in technical and commercial parts | 'Techno-commercial offer', 'offer validity' |
| Proposal | Consultancy, IT and services | A bid that sets out an approach as well as a price | 'Technical proposal', 'financial proposal' |
| Enquiry | Manuals, PSU and EPC buyers | The buyer's request for bids | 'Open tender enquiry', 'Limited Tender Enquiry (LTE)', 'Enquiry No.' |
The goods manual's glossary settles the legal side. It defines a bid, also called a tender, offer, quotation or proposal, as an offer to supply goods, services or works made under the terms of a document inviting such bids. Whatever your buyer calls it, the same obligations attach: a validity period, and bid security you can lose if you withdraw or change the offer after the deadline.
Real tender documents mix the words, and that is fine
You will rarely find a notice that sticks to one word. An NHPC notice inviting e-tender (opens in a new tab) for a repair job at its Teesta-V power station says online electronic bids are invited, sends bidders to the complete bid documents or tender document on the CPP Portal, and asks any bidder who wishes to quote for the tender to register first. Bid, tender and quote appear in one paragraph, each meaning what you would expect.
GeM paperwork does the same. A corrigendum from AIIMS New Delhi (opens in a new tab) refers to 'the bid bearing no. GEM/2025/B/6349622' and, in the next line, says the dates of the tender have been extended. On the GeM screen the event is a bid; in the buyer's own letter it is also a tender.
Even the manual's own forms mix them. Annexure 8 of the goods manual is headed 'Limited Tender Form', carries an 'Enquiry No.', and asks the supplier to submit 'your quotation' by the date of tender opening. Its definition of L1, in the section on the Make in India order, is the lowest tender, lowest bid or lowest quotation.
Tender vs quotation: when the difference is real
In ordinary speech a quotation is just a price. In procurement the word usually signals a lighter procedure. Small purchases and limited enquiries often ask for quotations in a short, prescribed format with conditions printed overleaf. A formal tender comes with instructions to bidders, contract conditions, EMD and an e-procurement portal.
The difference is one of degree, not kind. A quotation against a government enquiry is still a bid: it has a validity, it is compared with the others, and the order goes to the lowest acceptable one unless the enquiry sets another method. In private industry, quotation and offer are used for the same thing, and a techno-commercial offer is simply a bid with a technical part and a price part.
Proposal is the word for bids where your approach is scored as well as your price, mainly consultancy, IT and services. Note that RFQ can mean request for quotation or request for qualification, which are very different. Our RFP vs RFQ explainer sorts out those formats.
Bidder, tenderer, contractor, vendor: who is who?
- Bidder and tenderer: the same thing, a firm that submits an offer. The central manuals prefer bidder.
- Contractor: in works, the bidder who wins and signs the agreement; also used loosely for any works firm.
- Supplier or vendor: the goods equivalent. 'Vendor' is the usual word in PSU registration and approved vendor lists.
- Seller: the GeM word for a registered supplier who responds to bids on the platform.
- L1: the lowest evaluated offer or the firm that made it, whichever word the tender uses.
Searches for 'tender bidding process' and 'bidding process' describe the same sequence from opposite chairs. The buyer publishes, clarifies, receives, opens, evaluates and awards. The bidder finds, qualifies, decides, prepares, submits and follows up. Our tendering process guide puts both sides on one timeline, and the guide to tender notices covers the first point where they meet.
Worked example: one GeM bid, three vocabularies
A cable manufacturer in Vadodara spots a GeM bid from a railway workshop for LT power cables. The sales head forwards it to the plant as 'a new tender'. The GeM page calls it a bid. A week later the buyer's corrigendum letter refers to 'this tender'. Meanwhile the plant's estimator prepares a 'quotation' for the bid team.
Nothing here is wrong, but two things go astray. The estimator prices against the catalog specification instead of the GeM bid document and the buyer's additional terms and conditions, because 'quotation' sounded informal. And finance, asked about the 'tender fee', hunts for a fee this bid does not carry while missing the EMD that the bid page marks as required.
The fix is one line at the top of the shared folder: GeM bid number, bid end date and time, EMD required or not, and a link to the bid document. Everyone keeps their own word for it. Nobody prices the wrong thing again.
Where AI tools fit, whatever the document is called
Software does not care whether a document is labeled bid, tender, enquiry or RFP, which is part of why it helps. The TenderGenie platform follows one workflow from discovering an opportunity through analysis, the bid decision and the response. Within it, Document Intelligence analyzes the pack in PDF, DWG, XLS or DOC form and points each requirement back to its source page, so the EMD line, the dates and the evaluation clause are found whatever the buyer named them.
What a label cannot tell you, and TenderGenie does not decide for you, is whether to bid, how to price and which risks to accept. Those stay with your team, supported by a bid/no-bid review.
Questions and answers
What is the difference between bid and tender?
A tender is the buyer's side: the invitation, the documents and the selection process. A bid is the supplier's side: the priced offer sent in response. In India the words overlap, so a tender can also mean your offer, and on GeM the buyer's procurement event itself is called a bid.
What do bids and tenders mean in procurement?
Tenders are formal invitations from buyers asking for competing offers under stated rules. Bids are those offers. A tendering process collects bids, evaluates them against published criteria and awards a contract, typically to the lowest acceptable bid or the highest scoring one, depending on the method the tender states.
Tender kya hota hai?
A tender is a buyer's formal invitation to suppliers or contractors to offer a price for goods, works or services under fixed rules. In Indian government buying it is published as a Notice Inviting Tender on a portal such as GeM or CPPP, and interested firms submit bids before the deadline. The evaluation method stated in the tender decides the winner.
Is a quotation the same as a bid?
Legally, yes. The central procurement manuals treat a quotation as one form of bid. In practice, a request for quotations usually signals a simpler procedure for small or standard purchases, with fewer forms and conditions. It still has a validity period and is compared against other quotations, so give it the same care.
Why does GeM use the word bid instead of tender?
GeM labels each buyer procurement event a bid and gives it a bid number. That is the platform vocabulary, not a different legal process. A GeM bid has the same parts as a tender elsewhere: a bid document, terms, dates, evaluation and award. Registered sellers then submit their offers against it.
What is the difference between bidder and tenderer?
There is none. Both mean a firm that submits an offer in a tender. The central procurement manuals prefer bidder, older contracts and some state documents use tenderer, and works contracts call the winning firm the contractor once the agreement is signed.
What is tender bidding?
Tender bidding is the bidder's side of a tender: finding the notice, checking eligibility, deciding whether to bid, preparing the technical and price bids, and submitting them on the portal before the deadline. It ends with bid opening, evaluation and, if you are successful, the award and contract.
