What is a tender notice (NIT) and what to check in it first
The short answer
A tender notice, called the Notice Inviting Tender (NIT) in Indian procurement, is the short announcement that a buyer wants to buy something and invites bids. It gives the NIT number, the item or work, the estimated cost, EMD, key dates, an eligibility summary and where to download the full tender document, so you can decide whether to read further.
Key takeaways
- The NIT is the part of a tender that actually invites offers, so it carries legal weight even though it often runs to a single page.
- Read six things first: who is buying, what they want, the estimated cost, the EMD, the bid submission end date and the eligibility summary.
- The submission end date is the one that ends bids, but the download, clarification and pre-bid dates come earlier and close doors too.
- A notice is a filter, not the rulebook: the full tender document and any corrigendum overrule what the summary says.
What is a tender notice (NIT)?
A tender notice is a buyer's public statement that it intends to buy goods, works or services and wants bids. In India it is almost always titled Notice Inviting Tender, or NIT. You will also see 'Notice Inviting E-Tender', 'Invitation for Bids' or, in some PSU and consultancy work, 'Request for Proposals' on the cover.
The Department of Expenditure's Manual for Procurement of Goods (opens in a new tab) defines it in its glossary as the document, with any amendment, that informs potential bidders that the buyer intends to procure. Paragraph 5.1.3 of the same manual says the NIT has legal importance because it is the part of the tender document that solicits offers. The Manual for Procurement of Works (opens in a new tab) uses almost the same words for construction.
In practice the notice is a one-to-three page summary, sometimes with an appendix called the Tender Information Summary (TIS). Its job is to let a busy bid team decide quickly whether a tender deserves a full read. For how the notice differs from the full pack, and what sits in the ITB, GCC and BOQ, see tender documents explained. This guide stays on the notice.
What does a tender notice contain? The fields, one by one
Layouts differ between GeM, the NIC-based central and state portals and PSU websites, but the same fields turn up again and again. The labels below are the ones you will usually meet.
| Field | Common labels | What it tells you | What to check |
|---|---|---|---|
| NIT number and tender ID | NIT No., Tender Reference Number, Tender ID, Bid Number | The buyer's file reference and the portal's own ID | Quote both in every query, EMD instrument and covering letter |
| Buyer | Organisation chain, Ministry, Department, Office | Who is buying and which unit will run the contract | Whether the notice expects you to be registered with this buyer |
| Title and scope line | Name of work, Item, Work description, Quantity | What is being bought, in a line or two | Quantity, location, and whether installation or services are included |
| Estimated cost | Estimated cost put to tender, Tender value | The buyer's estimate of the contract value, where it is disclosed | Whether the size suits your capacity and turnover |
| EMD and tender fee | EMD amount, Bid security, Cost of bid document, Tender fee | What you must deposit or pay to bid, and in what form | Exemptions, payment mode, and the validity the EMD must cover |
| Type of tender | Open, Limited, Single stage two part, No. of covers | Who may bid and how the bid is split | Whether a limited tender is open to you at all |
| Critical dates | Published date, Document download end, Clarification end, Pre-bid meeting, Bid submission end, Bid opening | The calendar of the tender | Every date, not only the closing date (see below) |
| Bid validity and contract period | Bid validity (days), Period of work, Delivery period | How long your price must hold and how long the job runs | Whether your own supplier quotes will last that long |
| Eligibility summary | Pre-qualification details, Eligibility criteria | A short version of the experience, turnover and registration needs | Treat it as a preview; the binding criteria are in the tender document |
| Where to get the documents | Download document, Portal address, Contact officer | The portal or page that holds the full pack | That you download from the official source the notice names |
Real notices are compact. An NHPC notice inviting e-tender (opens in a new tab) for repairing staff quarters at its Teesta-V power station fits the bidding system (single stage, two part), the cost of the bid document, an EMD exemption clause, a six-month bid validity and the critical dates on one page, then sends bidders to the CPP Portal for the full documents. A GeM bid page carries the same idea as fields: bid number, bid start and end date and time, bid opening date and time, bid validity counted from the end date, and whether EMD is required.
Where are tender notices published?
For central government buyers, publication is not optional. Paragraph 4.2.1 of the goods manual says open tender advertisements go on GeM and on the GeM-CPPP portal at eprocure.gov.in, and on the buyer's own website if it has one. The advertisement should give the complete web address from which the tender documents can be downloaded. Newspaper advertisements are no longer mandatory, though a buyer may still place them.
The works manual (para 4.3) makes the e-publishing duty wider than plain tenders. Requests for proposals, requests for expressions of interest, pre-qualification and registration notices are all covered, whether advertised or sent to a few parties. States and PSUs run their own portals under their own rules, which is why one tender can surface on two or three sites. Our list of tender websites in India covers where to look.
Open tenders work the other way. The goods manual says prior registration with the buyer should not be insisted on, and that downloading the documents should be unrestricted. It also encourages buyers not to charge for downloaded documents, although many PSU and state tenders still carry a tender fee. If an open notice puts unusual hurdles between you and the documents, raise it as a query.
How to read a tender notice in 10 minutes
The first read should end in a decision: open the full pack, park it, or drop it. This order works for most supply and works teams.
- Minute 1: the buyer and the scope line. Is this something you make, supply or build, at this location? If not, stop.
- Minute 2: the type of tender. A limited tender you were not invited to, or a single tender meant for one firm, ends the read.
- Minutes 3 and 4: the dates. Note bid submission end, document download end, clarification end and any pre-bid meeting. If the time left is shorter than your supplier quotes and internal approvals need, flag it now.
- Minute 5: the estimated cost or quantity. Compare it with the largest similar job you have completed and with your turnover.
- Minute 6: the EMD and tender fee, the form they must take, and whether your MSE or startup status exempts you. Our EMD guide covers the rules.
- Minutes 7 and 8: the eligibility summary, line by line, against documents you already hold: similar orders, turnover, registrations and approvals.
- Minute 9: bid validity and the delivery or completion period. A long validity on a product with volatile raw material prices is a pricing risk.
- Minute 10: check the portal for corrigenda, then log the tender as go, hold or drop with one line of reasons.
Ten minutes is enough because you are not judging compliance yet. You are only asking whether the tender is in your lane, the right size and reachable in time. Anything that survives goes to a full eligibility check against the tender document.
Which dates on a tender notice matter most?
A notice usually carries five to seven dates, and each one closes something.
| Date | What it closes | Practical tip |
|---|---|---|
| Document download or sale end | Access to the official documents on some portals | Download the full pack on day one, even if you decide later |
| Clarification end, or last date for queries | Your right to ask the buyer questions | Read the specification before this date, not after it |
| Pre-bid meeting | The one forum to raise concerns with the buyer directly | Send written queries in advance; the published minutes are what count |
| Bid submission end | Your chance to bid at all | Upload a day early; portals, uploads and signatures fail at the worst moment |
| Bid opening | Nothing for you, but evaluation starts | Track it to see who else bid |
| Bid validity | How long your offer stays binding, counted as the tender states | Make sure supplier quotes and the EMD last at least as long |
Dates move. Buyers extend them by corrigendum, and on GeM the extension shows on the bid page itself. A corrigendum issued by AIIMS New Delhi (opens in a new tab) for a GeM purchase of an audio-visual recording system moved the bid submission end date from 11 July to 31 July 2025 and left every other term unchanged. A team still working to 11 July would have rushed for nothing; a team holding a wrong later date would have missed the bid entirely.
So check the portal on the day you submit, not only the PDF you downloaded. When the notice and the tender document disagree on a date, ask the buyer in writing, and plan to the earlier date until you have an answer.
Worked example: a first read of an EOT crane notice
A crane manufacturer in Coimbatore sees a notice from a state power generation company for the supply, erection and commissioning of one 50-tonne electric overhead travelling (EOT) crane at a thermal station in Maharashtra. The bid manager gives it ten minutes before lunch.
| Check | What the notice said | Reading |
|---|---|---|
| Scope | One 50 t EOT crane: supply, erection and commissioning | In our range; erection needs a site team |
| Type | Open e-tender, single stage, two cover | We can bid |
| Dates | Pre-bid meeting in 7 days, clarification end in 9 days, submission end in 23 days | Tight but workable; queries must go out this week |
| Size | Estimated cost Rs 1.8 crore | Our largest crane order so far was Rs 2.4 crore |
| EMD | Rs 3.6 lakh, online or bank guarantee; MSE exemption as per tender | We hold Udyam registration for cranes, so read the exemption clause |
| Eligibility summary | At least one EOT crane of 40 t or more supplied in the last seven years; minimum average turnover | Met by a 2022 order; turnover to be checked against the exact figure |
| Bid validity | 120 days from submission end | Steel price risk; ask the gearbox and motor suppliers for 120-day quotes |
Decision after ten minutes: open the full pack. The team downloads every file that afternoon, puts the clarification end date in the shared calendar and hands the crane specification to engineering. Nobody has priced anything yet, and that is the right order.
How AI tools help with tender notices, and what people still decide
Notices are short, but there are a great many of them, spread across many portals. The work is mostly sorting. TenderGenie's Tender Sourcing brings government, private, e-procurement and global opportunities into one list matched to the categories you supply, scores each one for relevance, and lets you group results by buying organization or deadline. Source coverage varies, so check that the portals your team relies on are included.
Once a notice passes the first read, it moves into a tender workspace where Document Intelligence analyzes the full pack and links each requirement to the page it came from. That lets you check the eligibility summary on the notice against the criteria that will actually be applied.
People still make the calls that matter: whether a Rs 1.8 crore job is too big or too small, whether the dates are realistic for your suppliers, and whether to bid at all. In TenderGenie a relevance score decides what to read first, not whether to bid. That stays a bid/no-bid decision for your team.
Questions and answers
What is a tender notice?
A tender notice is a short public announcement in which a buyer says what it wants to buy and invites bids. In India it is called the Notice Inviting Tender (NIT). It carries the reference number, a scope summary, the estimated cost where disclosed, EMD and fee, key dates, an eligibility summary and where to download the full tender document.
What is the NIT number in a tender?
The NIT number is the buyer's own reference for the notice, often built from an office code, a contract number and the financial year. The portal adds its own tender ID or, on GeM, a bid number. Quote both in your queries, EMD instrument and covering letter so the buyer can match your papers to the right tender.
What should I check first in a tender notice?
Start with the buyer and the scope line, then the type of tender, the bid submission end date, the estimated cost or quantity, the EMD and the eligibility summary. If all of those fit, download the full tender document and any corrigenda the same day, and plan your questions before the clarification deadline.
Where can I see tender details for GeM, CPWD or NHAI tenders?
GeM bids are listed on the GeM bid portal, each with its own bid number and dates. CPWD, NHAI and other central government buyers must also publish their tender enquiries on the GeM-CPPP portal at eprocure.gov.in, alongside their own e-tender sites. Open the tender details page for the summary, then download the full document before deciding.
Is the estimated cost in a tender notice the maximum price?
Not necessarily. It is the buyer's estimate of the value of the supply or work, used for things like the EMD and internal approvals. Many tenders accept prices above or below it, though bids far below the estimate can attract extra scrutiny or additional security in works contracts. Read the tender document for any stated ceiling.
Can I bid if the notice says limited tender?
Only if you were invited. A limited tender notice published on a portal is often marked as being for information only, with participation restricted to the buyer's registered suppliers or contractors and unsolicited offers liable to be ignored. If you want an invitation next time, apply for registration with that buyer.
What is the difference between the bid submission end date and the bid opening date?
The submission end date is the last moment the portal accepts bids. The opening date is when the buyer opens them, usually the technical cover first, and it is often a few days later. Plan your upload against the submission end date, and check for a corrigendum that may have moved either one.
Is a tender notice legally binding?
The NIT is the part of the tender that invites offers, so the government manuals treat it as legally important. It does not bind anyone to a contract. The terms your bid must meet are in the full tender document and its corrigenda, and after award, in the contract. Where the notice and the document differ, ask the buyer in writing.
