GeM seller registration: documents, steps and common rejections

By TenderGenie Editorial TeamUpdated 12 min read

The short answer

GeM registration means creating a seller account on gem.gov.in. A proprietor, partner or director signs up with Aadhaar or personal PAN, then adds the business PAN, incorporation date, income tax returns, GSTIN, bank account and office address. GeM checks these against PAN, MCA21, Udyam and GST records, so every name and number must match exactly.

Key takeaways

  • Only a proprietor, partner or director can be the primary user who registers the business on GeM.
  • GeM validates your details against government databases, so a mismatch in a name, PAN or date is the usual reason a registration stalls.
  • You need verified ITR details to take part in bids and reverse auctions, unless the business is under 24 months old or exempt from filing.
  • Under GeM's terms of March 2026, caution money is exempted for all sellers, whatever their turnover.
  • Registration is only the start: you sell nothing until your products or services are listed in the right category.

What is the GeM portal? (GeM portal kya hai)

If you searched "GeM portal kya hai", you were asking "what is the GeM portal?" The Government e Marketplace is where government buyers in India purchase common use goods and services online. GeM's own terms call it the National Public Procurement Portal, used by central and state ministries and departments, public sector undertakings, autonomous bodies and local bodies. It is run by GeM SPV, a not-for-profit Section 8 company.

For a supplier, GeM is a shop window and a bid platform at once. Buyers order straight from listed products, and they also run bids and reverse auctions among registered sellers. How those buying modes work is covered in how GeM tenders work, and finding bids in GeM tender search. This guide is about getting registered and staying registered.

Who can register as a GeM seller?

Any legal entity can register: a proprietorship, partnership firm, LLP, private or public limited company, trust, society, association of persons or government entity. You can register to sell goods, to provide services, or both.

Who presses the sign-up button matters more than people expect. GeM's terms allow only a director, partner or proprietor to become the primary user and register the business, and that person is validated against income tax records. Your sales manager or an outside consultant cannot be the primary user, though the primary user can add them later as secondary users.

Goods sellers then fall into one of these roles:

  • OEM: the owner of the brand or trademark, or the actual maker of an unbranded product. A manufacturer needs a vendor assessment report to be recognized as an OEM, unless GeM's vendor assessment policy exempts it.
  • Reseller: sells another OEM's products, with or without that OEM's authorization depending on the category's place in GeM's quadrant policy.
  • Service provider: any legal entity offering a service listed on GeM, or a provider authorized by the OEM where the service is tied to its goods.

OEM approval and reseller catalogues are covered in our approved vendor list guide, and the assessment itself in GeM vendor assessment.

Documents required for GeM registration

GeM publishes a pre-requisites note for sellers (opens in a new tab). It was last updated in June 2020 and the screens have changed since, but the information GeM asks for is broadly the same. Collect it before you begin, in one folder, with the exact spellings from each source record.

Information for GeM seller registration, from GeM's seller pre-requisites note (v1.2, June 2020) and GeM GTC version 1.29 (March 2026).
ItemWhat GeM asks forChecked against
Primary user identityAadhaar or Virtual ID with its linked mobile, or personal PAN with the exact name and date of birthAadhaar authentication or the PAN record
Business type and PANBusiness PAN whose 4th letter fits the entity: P proprietorship, F firm or LLP, C company, T, A or B trust or society, G governmentIncome tax PAN database
Incorporation detailsDate of incorporation or registration, and CIN for a companyPAN and MCA21 records
Income tax returnsITR form and acknowledgment for the last three yearsIncome tax filings
Addresses and contactsRegistered office with alternate email and phone; billing address with GSTINGST records for the billing address
Bank accountAccount number and IFSC for receiving GeM paymentsUsed for payments, so keep it current
MSE or startup status (optional)Udyam registration (the 2020 note still says Udyog Aadhaar) or DPIIT startup recognition, with the linked mobileUdyam and DPIIT records

Income tax returns are where many first-time sellers trip. The note says verified ITR details are mandatory to take part in bids and reverse auctions, unless the business was incorporated less than 24 months ago or is exempt from filing. Without them you can still register and sell through marketplace orders, but you cannot bid.

GeM registration kaise kare: the steps

"GeM registration kaise kare" just means "how do I register on GeM?" The screens change often, so read this as the order of work, not a click-by-click path.

  1. Go to gem.gov.in and choose Sign Up, then Seller/Service Provider (opens in a new tab).
  2. Verify the primary user with Aadhaar (an OTP on the linked mobile) or with personal PAN, and add an active email address.
  3. Choose the business type and enter the business PAN. GeM checks the PAN, name and dates against income tax records.
  4. Complete the organization profile: incorporation date, CIN for a company, registered office, key persons and contact details.
  5. Add tax details: ITRs for the last three years if you plan to bid, and the GSTIN with its billing address.
  6. Add the bank account and IFSC.
  7. Claim MSE or startup status if it applies, using your Udyam or DPIIT details.
  8. Create secondary users for bidding, catalogue work and order fulfilment. They sign up the same way, Aadhaar or personal PAN, as the primary user did.
  9. List your first products or services in the correct categories. Until a listing is approved, buyers cannot order it and bid invitations for that category will not reach you.

On privacy: GeM's terms say it does not receive or store the Aadhaar number. Users authenticate with a Virtual Aadhaar ID, and PAN-based verification is offered as an alternative, particularly for sellers.

GeM seller profile and catalogue basics

A registration with no catalogue is a shop with empty shelves. A few rules from GeM's terms shape what you do next:

  • Category: put each product or service in the correct GeM category. GeM can remove a listing from the wrong category without asking you, and take further action.
  • Approval time: GeM normally takes about 48 hours to approve or reject a listing, so list well before the bid you are aiming at closes.
  • Pricing: marketplace offers must carry at least a 10% discount on MRP, and you undertake not to sell the same product more cheaply outside GeM on similar terms.
  • Accuracy: GeM calls itself a trust-based portal, and the seller answers for every detail on the listing, including spare parts for at least three years after the warranty ends unless stated otherwise.
  • Upkeep: a notice on the GeM home page says service providers must revalidate their catalogues at least once every six months.
  • Changes: update GeM within 7 days when your company details change. A conflict between GeM and the validating databases after registration can suspend the account automatically.

Secondary users let a team work in parallel, but the primary user stays fully accountable for everything they do on the portal. Decide early who holds which role, and remove access on the day someone leaves.

Why GeM registration gets stuck or rejected

GeM does not let sellers type in identity data freely. Its terms say registration details are cross-checked with PAN, MCA21, Udyam and other government databases, with PAN and income tax data taking priority, and that registration is not allowed if the details cannot be verified. So the fix is almost never on GeM. It sits in the source record.

Common reasons a GeM seller registration stalls, and where to fix them. An editorial summary, not a GeM list.
What you seeLikely causeWhat to do
Business PAN fails validationName or date entered differently from the income tax recordCopy the name and dates exactly as the PAN record shows them, abbreviations included
Personal PAN rejectedA business PAN entered where a personal PAN was needed, or the other way roundPersonal PAN (4th letter P) for the user; business PAN for the organization
Aadhaar OTP never arrivesThe mobile number is no longer linked to that AadhaarUpdate the linked mobile with UIDAI, or verify with personal PAN instead
Primary user not acceptedThe person signing up is not a director, partner or proprietor on recordLet an authorized person register, then add others as secondary users
ITR details do not verifyWrong assessment year, ITR form or acknowledgment numberTake the values from the filed return and its acknowledgment
MSE status not showingUdyam details or PAN differ from the GeM profileCorrect the Udyam record first, then update GeM
Account suspended months laterCompany details changed and GeM no longer matches the databasesUpdate the source record, then GeM, within 7 days of the change

If registration is stuck on something that matches perfectly on paper, raise it with GeM support and keep a screenshot of every error message. Do not open a second account to get around the problem; GeM does not allow fresh identity data, and a duplicate tends to create a second conflict.

GeM seller charges: is there caution money or a registration fee?

GeM's General Terms and Conditions of 25 March 2026 (version 1.29) say caution money deposit is "Exempted for all sellers irrespective of turnover". Older guides still describe a turnover-based caution money deposit that sellers once paid, so check the date on anything you read.

Keep GeM's own charges separate from consultants' fees. Many sites sell "GeM registration" as a paid service, and some pages blend their fee with GeM's. An authorized person with the documents above can register without help. For any charges GeM levies on orders, read GeM's own policies on gem.gov.in rather than a third-party summary.

Illustrative example: a Jaipur solar water heater maker gets unstuck

This example is invented. A partnership firm in Jaipur makes solar water heaters and wants to sell to central and state buyers on GeM. One of the partners starts the registration on a Monday morning.

  • The business PAN fails validation. The partner typed the firm's name in full, while the PAN record abbreviates "Industries" to "Inds". He re-enters it exactly as the record shows, and the check passes.
  • His Aadhaar OTP goes to a number he gave up years ago, so he verifies with his personal PAN instead.
  • He checks that the billing address entered for the GSTIN matches the address on the firm's GST registration, not the office address in the profile.
  • MSE status does not appear, because the Udyam record still names a partner who retired. The firm corrects Udyam first and then updates GeM.
  • With three years of ITRs entered, the firm lists two heater models in the matching GeM category and adds a secondary user for catalogue work.

None of these problems was about GeM itself. Each came from a record somewhere else that did not match, which is why the folder of exact spellings is worth an hour of anyone's time.

How AI helps once you are registered, and what people still decide

Registration is a one-time job; bids are not. Once you start quoting, the same company facts, certificates and declarations get uploaded again and again, and an expired certificate or a stale turnover figure can sink a bid that was otherwise fine.

TenderGenie's enterprise memory keeps past tenders, reusable content and lessons learned ready for the next bid. Its Response Builder works with your organization documents, seals and signatures when preparing forms and annexures, and the tender analysis brings out a bid's eligibility clauses with references to the page they came from.

People still decide which categories to list in, whether to register as an OEM or a reseller, what price to put on the catalogue and which bids to chase. TenderGenie does not register you on GeM or submit anything there; that stays with your authorized users. To judge a specific bid, see how to evaluate tender eligibility.

Questions and answers

How to do GeM registration?

An authorized person, meaning a proprietor, partner or director, signs up on gem.gov.in as a seller and verifies identity with Aadhaar or personal PAN. Then enter the business PAN, incorporation details, income tax returns, GSTIN, office and billing addresses and bank account. GeM checks them against government databases. Finally, list your products or services in the correct categories.

What documents are required for GeM seller registration?

Aadhaar or personal PAN of the authorized person, the business PAN, date of incorporation, CIN for a company, income tax returns for the last three years if you want to bid, GSTIN with billing address, registered office details, and a bank account number with IFSC. Udyam or DPIIT startup details are needed only to claim MSE or startup status.

GeM portal kya hai?

It means "what is the GeM portal?" The Government e Marketplace is the online portal where central and state government departments, public sector undertakings and other public bodies buy common use goods and services. Sellers register, list their products or services and receive orders, either directly from the listings or through bids and reverse auctions.

Is there any fee or caution money for GeM registration?

GeM's General Terms and Conditions of March 2026 exempt all sellers from caution money, whatever their turnover. You do not need to pay a consultant to register; an authorized person can do it with the right documents. For any charges on orders, read GeM's own policies, and ignore pages that blend consultancy fees with GeM charges.

Can I bid on GeM without ITR?

GeM's pre-requisites note says verified ITR details are mandatory for taking part in bids and reverse auctions, unless the business was incorporated less than 24 months ago or is exempt from filing returns. Without them you can still register and sell through marketplace orders. Each bid may also set its own turnover and experience criteria.

Why is my GeM registration not getting verified?

Almost always because something you entered does not match a government record: the name or date on the PAN, the incorporation date in MCA21, the Udyam details or the GST billing address. GeM verifies against those databases and does not accept identity data they do not support. Correct the source record first, then try again on GeM.

Who can register on GeM as a seller?

Any legal entity: a proprietorship, partnership, LLP, company, trust, society or government entity. A proprietor, partner or director must create the account as the primary user. Manufacturers can register as OEMs, subject to a vendor assessment unless exempt, and other businesses can register as resellers or service providers.
