Guide
UP e-tender portal: a practical guide for contractors and suppliers
The short answer
Most Uttar Pradesh government tenders are published on etender.up.nic.in, the eProcurement System of Uttar Pradesh. PWD zones, irrigation, Jal Nigam, local bodies, Panchayati Raj, power companies and development authorities all use it. Searching and downloading are free; to bid online you enroll on the portal, register a Class 3 DSC and meet each department's own eligibility rules.
Key takeaways
- The UP e-tender portal carries tenders from well over a hundred state organizations, from PWD zones to development authorities and power distribution companies.
- Portal enrollment lets you bid online, but many works tenders also need registration with the department in the right contractor class.
- Central buyers working in UP, such as NHAI, the railways and CPWD, publish on their own portals, not on the UP portal.
- Most rejected UP bids fail on eligibility papers, a missed corrigendum or a closing-day upload problem, not on price.
What is the UP e-tender portal?
The eProcurement System of Uttar Pradesh (opens in a new tab) at etender.up.nic.in is where state departments, corporations, authorities and local bodies publish tenders and receive bids. It runs on the NIC e-procurement software used by many states, so if you have bid on another state portal, the screens will look familiar.
When people search "tender up" or "tender in up", they usually want one of three things: today's open tenders, a way to register, or help with a bid that the portal will not accept. This guide covers all three, in that order, plus the step that trips up most new contractors: department registration.
The portal home page says tender schedules can be downloaded free of charge and bids submitted online. It also shows a security audit certificate from STQC, the government testing body.
Which departments publish tenders in UP?
The portal's Tenders by Organisation page listed 133 organizations with live tenders on 29 October 2026. The busiest were not the ones most people expect: local bodies and Panchayati Raj had far more tenders than any PWD zone, because they post many small works.
| Group | Examples on the portal | Live tenders that day | Typical work |
|---|---|---|---|
| Local government | Directorate of Local Bodies UP; Panchayati Raj Department; municipal corporations such as Kanpur and Varanasi | 4,267 (Local Bodies); 1,394 (Panchayati Raj); 348 (Kanpur) | Roads, drains, interlocking pavements, street lights, small buildings |
| Public Works Department | Chief Engineer zones: Central Zone Lucknow, Faizabad, Allahabad, Kanpur, Gorakhpur and others; Electrical Mechanical PWD | 391 (Central Zone Lucknow); 212 (Faizabad); 177 (Allahabad) | Roads, bridges, buildings, maintenance |
| Water and irrigation | UP Irrigation Department (Civil); Minor Irrigation; UP Jal Nigam; Ground Water Department | 745 (Irrigation, Civil); 361 (Minor Irrigation) | Canals, drains, tube wells, water supply schemes |
| Power | Madhyanchal, Purvanchal, Paschimanchal and Dakshinanchal discoms; UP Power Transmission Corporation | 53 (Madhyanchal); 97 (UPPTCL Operation) | Line and substation works, meters, materials |
| Development and industrial authorities | Lucknow, Bareilly and other development authorities; Noida, Greater Noida, YEIDA and GIDA industrial authorities | 90 (Noida); 60 (YEIDA); 41 (Lucknow) | Township infrastructure, buildings, services |
| State construction and other bodies | UP Rajkiya Nirman Nigam; State Construction and Infrastructure Development Corporation; Mandi Parishad; Food and Civil Supplies | 75; 65; 404; 211 | Buildings, mandi works, supplies and services |
If you supply goods rather than build, look at the power companies, Food and Civil Supplies, the MSME and Export Promotion department and the medical supplies corporation. Many routine goods purchases by state offices also go through GeM rather than this portal.
How to search tenders in UP on etender.up.nic.in
You don't need to log in to search. The menus that matter:
- Tenders by Organisation: the most useful view. Pick the department and then the division or circle, because a PWD zone has many offices.
- Tenders by Location and Tenders by Classification: handy when you work in a few districts or in one trade.
- Tenders by Closing Date: your daily check, so nothing in your area closes unseen.
- Corrigendum: dates, quantities and bid conditions change after publication. The home page often lists corrigenda titled simply "change in bid condition".
- Tenders Status and Results of Tenders: where a tender has reached and who it was awarded to.
- Tenders in Archive and Cancelled/Retendered: old tenders are a free education in what each department asks for.
A simple routine works for most small firms: every morning, check two or three organizations by closing date, download any tender that fits your class and trade, and log its Tender ID, closing date and corrigendum status in one sheet.
Online tender UP: enrolling on the portal
Enrollment on the UP portal follows the standard NIC pattern explained in the tendering process: Online Bidder Enrollment, email and mobile verification, then registering your Class 3 DSC. A few UP-specific points save trouble.
- Choose your login ID with care. Bidder guides for the UP portal say it cannot be changed later, so use a company email the firm will keep, not a staff member's personal address.
- Read Information About DSC and the Bidders Manual Kit on the home page before you buy a certificate. You need a signing certificate and an encryption certificate that work with the portal.
- Use Site compatibility to set up the browser and the DSC signing component on the machine you will bid from, and test a login well before your first closing date.
- Find My Nodal Officer shows the departmental contact for portal issues with a particular organization. Use it when a problem is specific to one department's tender.
- Keep Guidelines for Hassle Free Bid Submission open on bid day. It lists the upload and timing checks that cause most last-minute failures.
Department registration: why a portal login is not enough
The portal lets you submit a bid. Whether that bid is eligible depends on the department. UP PWD works notices, for example, often invite bids only from contractors registered with UP PWD in a stated class, and set the class needed for each work. Other departments keep their own contractor registration or rely on experience criteria alone.
- Contractor class: check the class the work needs and the value limit of your class. A class D registration will not carry a work that needs class A.
- Similar work: many UP notices use the familiar test of three works of 40%, two of 50% or one of 80% of the tender value, within a set number of years. Read what counts as "similar" and which certificates are accepted.
- Licenses and undertakings: water and building works with electrical parts may ask for an electrical contractor license, or an undertaking to associate with a licensed firm.
- Debarment: the portal publishes a Debarment List. Check it for any partner or subcontractor you plan to name.
This is the chicken-and-egg problem new contractors ask about online: every tender wants past work. The way in is usually small works, often from local bodies and Panchayati Raj, where thresholds are low, plus subcontracting to build certificates. Tools that help you evaluate tender eligibility quickly let you sort the tenders you can bid from those you cannot.
Tenders in UP that are not on the UP portal
A work being in Uttar Pradesh does not mean it is on etender.up.nic.in. Central buyers publish on their own systems, even for projects in Lucknow or Noida.
- National highways in UP: NHAI tenders sit on the central e-tendering portal. See NHAI tenders.
- Railway works and supplies, including stations in UP: IREPS. See railway tenders on IREPS.
- CPWD and other central departments: the central eProcurement system.
- Common-use goods and services bought by state and central offices: GeM.
If your firm works across these, list each buyer and its portal, and enroll on each one where you intend to bid. Our overview of government tender websites shows how the central, state and railway portals fit together.
Common pitfalls on the UP e-tender portal
It is 4 pm on the closing day, the scanned experience certificate is 9 MB, and the portal wants something smaller. Most UP bid failures look like this: avoidable, and discovered too late.
- Bidding without the right department class, or for a work above your class limit.
- Missing a corrigendum that changed the bid condition, the BOQ or the closing date.
- Leaving the upload to the last hour, when the portal is busiest and DSC or browser problems are hardest to fix.
- Scanning certificates badly: unreadable stamps, missing pages or files above the size limit.
- Assuming the fee and EMD are online only when the notice also asks for originals at the office.
- Quoting in the wrong cell of the BOQ sheet, or changing the sheet's format so it no longer opens.
Illustrative example: a new Kanpur contractor checks two tenders
A two-year-old firm in Kanpur has done three private paving jobs worth Rs 15 lakh, Rs 12 lakh and Rs 9 lakh, with work orders, completion letters and payment proof. It looks at two Nagar Nigam tenders for interlocking tile pavements. Both use the 40/50/80 similar work test, and both accept private work with proof of payment. The figures are illustrative.
| Test | Tender A: Rs 28 lakh | Tender B: Rs 18 lakh |
|---|---|---|
| Three works of 40% each | Rs 11.2 lakh each: only two works qualify | Rs 7.2 lakh each: all three qualify |
| Two works of 50% each | Rs 14 lakh each: only one work qualifies | Rs 9 lakh each: all three qualify |
| One work of 80% | Rs 22.4 lakh: none qualifies | Rs 14.4 lakh: one qualifies |
| Result | Not eligible | Eligible on all three tests |
The firm skips Tender A and bids for Tender B. If it wins and completes the work, the government completion certificate it earns counts in the next tender, and the ladder starts there.
How AI tools help with UP tenders, and what you still decide
With thousands of live tenders on one portal, the hard part is reading enough of them to find the few you qualify for. TenderGenie scores opportunities for relevance and extracts qualification criteria, mandatory documents and deadlines from the tender documents, each with a reference to the source page.
Next, it checks the TQ/PQ criteria against the credentials your firm has on record and points out where evidence is missing or a partner would be needed. See risk and compliance for how TenderGenie maps obligations to source clauses.
You still decide which certificates the department will actually accept, whether the rate makes sense for your site and your crew, and who signs. Those choices carry your firm's name.
Questions and answers
What is the UP e tender website?
The official site is etender.up.nic.in, the eProcurement System of Uttar Pradesh. State departments, corporations, authorities and local bodies publish tenders there and receive bids online. Anyone can search and download tender documents free; bidding needs online enrollment and a registered Class 3 digital signature certificate.
How to apply for online tender in UP?
Enroll on etender.up.nic.in through Online Bidder Enrollment, verify your email and mobile, and register a Class 3 DSC. Then find a tender, download the documents and corrigenda, pay the tender fee and EMD as the notice says, upload the technical documents and price bid, and sign and submit before the closing time.
How do I find tenders in UP for my area?
On etender.up.nic.in, use Tenders by Location to see tenders by district, or Tenders by Organisation to pick a department and then its division or circle. Check Tenders by Closing Date daily and the Corrigendum list for changes. No login is needed to search or download.
Do I need PWD registration to bid for UP PWD tenders?
Usually yes for works. UP PWD notices commonly invite bids from contractors registered with UP PWD in a stated class, and each work names the class needed. Portal enrollment alone lets you submit, but an unregistered or under-classed bidder is likely to be found ineligible. Check the eligibility clause of each notice.
Can a new contractor get tenders in UP without experience?
It is hard for large works, which ask for similar work certificates. Start with small tenders from local bodies and Panchayati Raj, where thresholds are low, and check whether private work with payment proof is accepted. Subcontracting for an established contractor is another way to build the certificates you need.
Are NHAI and railway tenders in UP on etender.up.nic.in?
No. NHAI publishes on the central e-tendering portal, the railways publish on IREPS, CPWD uses the central eProcurement system, and many goods purchases go through GeM. The UP portal carries tenders from state government bodies, so a firm working for central buyers needs to enroll on those portals too.
