Guide
BHEL vendor registration for manufacturers
The short answer
BHEL vendor registration happens unit by unit and material code by material code. You register online, meet the pre-qualification requirement (PQR) for the product, and submit a supplier registration form that BHEL scores on organization, finances, quality and technical competence. The score decides whether you are registered permanently, put on trial or development status, or refused.
Key takeaways
- BHEL units keep their own lists of registered suppliers, so registration with one unit is a start, not a pass for all of BHEL.
- Each product has a PQR, and meeting it is the entry ticket before BHEL evaluates your application.
- Under BHEL's 2016 supplier procedure, 60 out of 100 is the floor, and scores from 60 to 75 lead to trial or development status with a mandatory works visit.
- Registration is kept alive by quoting and performing, because suppliers who stop responding to enquiries can be deleted from a material code.
How BHEL vendor registration is organized: units and material codes
BHEL is not one buyer. It is a group of manufacturing units, power sector regions and divisions, each buying for its own products and projects. Its Supplier Evaluation, Approval and Review Procedure (SEARP), in the revision dated September 2016 and published in the vendor section of BHEL's Power Sector Project Engineering Management division, says units keep their lists of registered suppliers in a Product Material Directory (PMD), and that registration is recorded against each material code or item.
Two things follow from that. First, you register for items, not for the company as a whole: a maker registered for one pump type is not registered for the next. Second, the unit matters. A boiler plant and a transformer plant buy very different things, and each keeps its own directory.
SEARP says registration happens online through BHEL's supplier portal and that each supplier gets a common identification number across BHEL. That number helps when you approach a second unit, because the procedure lets a unit fast-track a supplier already registered at a sister unit (more on that below).
If vendor lists are new to you, our approved vendor list guide covers the general steps. This post sticks to how BHEL itself assesses, grades and removes suppliers.
What is the PQR in BHEL vendor registration?
The pre-qualification requirement (PQR) is the gate in front of the assessment. If you do not meet it for the product, the rest of the form does not get you far. PQRs are set product by product and unit by unit, so there is no single BHEL PQR to read.
One published example is the vendor empanelment document from BHEL's Power Sector Western Region in Nagpur. Its general PQR parameters were:
- Be a manufacturer of the product, or an authorized dealer of its manufacturer.
- Have at least three years of experience supplying the relevant products.
- Show sufficient financial soundness.
- Meet Indian or international quality standards for the product category.
- Support every criterion with documents, which BHEL may verify with whoever issued them.
The same document asked for at least three purchase order copies from prominent customers, with each customer's contact person and email, three years of financial statements signed by a chartered accountant, a technical catalog, an organization chart and acceptance of BHEL's technical specification for the product. It also said enlistment with other BHEL units would be considered for similar products.
How BHEL scores your supplier registration form
Once the PQR is met, your supplier registration form (SRF) is scored. SEARP sets out the marks for manufacturers:
| Parameter | Maximum marks | Minimum to qualify |
|---|---|---|
| Organizational soundness and financial information | 50 | 30, with at least 10 for financial information |
| Quality system | 25 | 15 |
| Technical competence | 25 | 15 |
| Total | 100 | 60 |
The total then maps to a recommendation:
- Above 90: permanent registration, normally without a visit.
- Above 75 and up to 90: permanent registration, with a supplier visit preferred.
- 60 to 75: development or trial status, with improvements BHEL suggests, and a supplier visit is mandatory.
- Below 60: not registered.
On timing, SEARP says BHEL should acknowledge the form and ask for missing details within ten days, complete registration within three months of getting a complete form (including any works visit), and tell you the result, with reasons for a rejection, within five working days of the decision. If you leave a query unanswered for two weeks, BHEL may reject the application, and a rejected applicant can reapply after three months.
Treat those as the procedure's targets, not promises, because units carry different workloads. The part you control is how complete the form is on the first day.
Permanent, trial, development and temporary codes at BHEL
Not every registration is equal. SEARP describes four positions a supplier can hold against a material code:
| Status | When it is given | What it means for orders |
|---|---|---|
| Permanent | Score above 75, or conversion after a good trial or development supply | Considered for regular purchasing |
| Trial | Score from 60 to 75, to judge capability | One trial order within 90 days of registration; liquidated damages apply |
| Development | Item developed for BHEL through a development indent | Up to three development orders of minimum quantity; no late-delivery penalty |
| Temporary code | Unregistered supplier that wins an open tender after meeting its PQR, or gets a single tender order | Order can be placed, but the supplier is not added to the PMD |
After a trial order is completed, SEARP has BHEL recommend within a month whether to convert you to permanent status or reject you. A trial supplier that qualified against the PQR in an open tender moves to permanent status if it executes the order and its performance rating is above 75.
So the trial order is the one to plan around. It is small, it carries penalties for delay, and it decides your status. Put your best people and materials on it and document inspection and dispatch carefully, as you would for a reference project.
Traders, dealers and principals: who BHEL registers
BHEL prefers to deal directly with the manufacturer. SEARP groups dealers, traders, distributors, stockists, channel partners, Indian sales offices and Indian agents as non-manufacturers. They fill a separate form and are scored only on organizational soundness and financial information, converted pro rata to 100.
Three rules shape what a dealer can do:
- BHEL examines the principal's authorization certificate for technical suitability, quality, guarantee, warranty and after-sales support. A bare dealership letter gives it little to examine.
- The related manufacturer and its works are assessed too, in line with the scope matrix the dealer submits, and the manufacturing works is recorded in the PMD.
- Where a foreign principal works through an Indian agent, BHEL wants the deed of agency agreement and a third-party business rating report.
The practical message for a manufacturer: register in your own name first, then decide which dealers to authorize, and give each one a manufacturer authorization for the bids where the tender asks for it.
Sub-suppliers are a different route. When BHEL orders a package, the main supplier buys sub-systems from BHEL's PMD for that item, or proposes other sub-suppliers with credentials that meet the specified PQR. Where the end customer has its own approved list, that list is followed, and new sub-suppliers found this way can be considered for registration.
Does BHEL registration expire? Staying on the list
EIL states a fixed three-year term for its enlistment (see our EIL vendor registration guide). The 2016 SEARP does not set an expiry date in the same way. It keeps the list current by rating suppliers and removing inactive ones. Ask your unit's purchase or supplier development department whether it adds a validity period of its own.
Performance is rated per order. The supplier performance rating (SPR) gives 60 marks for quality, 30 for delivery and 10 for service, averaged by material category. An SPR from 60 to 75 means BHEL identifies areas for improvement; below 60, the supplier is dealt with under BHEL's guidelines on suspension of business dealings. SEARP says the SPR should be available online for suppliers to view.
BHEL can also delete a supplier from a material code. SEARP's criteria:
- You have not quoted in the last four consecutive tender enquiries, or in any enquiry in the last two years, whichever comes first.
- You no longer make or supply the material.
- You have been liquidated or closed down.
Deletion starts with a show-cause notice and a 15-day window to reply, with a personal hearing if you ask for one. Once deleted, you can seek re-registration only after a year. Ask your unit whether a reasoned regret counts as a response; if it does, never let an enquiry lapse in silence.
Illustrative example: a strainer maker approaching two BHEL units
A Rajkot company makes Y-type and basket strainers in cast and forged steel. It wants to supply a BHEL boiler unit and also a power sector region that buys site items.
- It reads the PQR for each unit's material code. One asks for three years of supply and three customer orders; the other adds a size limit that its references only partly meet.
- It applies to the first unit, scores in the low 80s on the SRF, and is registered as permanent after a works visit.
- For the second unit it quotes its common supplier ID and asks whether sister-unit registration lets it skip the detailed assessment for the same class of item.
- It sets one rule for its sales team: every BHEL enquiry gets either a quote or a reasoned reply before the due date.
The company, scores and limits are illustrative. The pattern holds for any process equipment maker: match the PQR per code, aim for a score above 75, and keep responding once you are in.
How AI tools help with BHEL enquiries, and what your team decides
Registration gets you enquiries. The work is in answering them well and on time. BHEL enquiries often carry a technical specification, a deviation list format and special conditions in separate files. TenderGenie Document Intelligence extracts requirements, clauses and datasheets from such a pack, each tied to its source page, so a reviewer can check the original wording quickly.
TenderGenie's Response Builder works through an offer checklist and your organization documents before a field-by-field review and a final PDF. That helps when a unit sends enquiries often and quiet non-responses count against you.
Your team still decides which material codes to register for, whether a PQR is truly met, how to price a trial order and when to send a regret. Those bid/no-bid decisions belong to people who know the plant and the customer.
Questions and answers
How to register as a vendor in BHEL?
Register online through BHEL's supplier portal, pick the unit and the material codes you want, and check the pre-qualification requirement for each product first. Then submit the supplier registration form with your organization, financial, quality and technical details. BHEL scores it, may visit your works, and registers you as permanent, trial or development, or rejects the application.
What is PQR in BHEL vendor registration?
PQR means pre-qualification requirement: the minimum a supplier must meet for a given product before BHEL evaluates the application. Typical parameters are being a manufacturer or authorized dealer, years of supply experience, financial soundness and quality standards. Product PQRs can add size, rating or material limits, so read the one for the exact material code and unit.
Is BHEL vendor registration valid for all BHEL units?
Not automatically. Units keep their own lists of registered suppliers. BHEL's 2016 procedure lets a unit add a supplier that already holds permanent status at a sister unit for the same or similar materials, without detailed registration, if its performance there is satisfactory. For a different class of material, technical competence is assessed again.
Can a trader or authorized dealer register as a BHEL vendor?
BHEL prefers manufacturers. Dealers, distributors and other non-manufacturers fill a separate form and are scored on organizational and financial parameters. BHEL examines the principal's authorization for warranty and after-sales support, and assesses the manufacturer's works as well. Its published empanelment terms also say a trader is not registered unless the principal is registered.
What is a trial order in BHEL?
A trial order is a single order placed on a supplier registered under trial status, usually within 90 days of registration, to judge whether it can deliver the product. Late-delivery penalties apply. When the supply is complete, BHEL recommends within a month whether to convert the supplier to permanent status or reject it.
How long does BHEL vendor registration take?
BHEL's 2016 supplier procedure targets completion within three months of receiving a complete registration form, including any works visit. Missing details are requested within ten days of receipt, and the result is communicated within five working days of the decision. Actual time depends on the unit and on how complete your form is.
Why would BHEL delete a registered vendor?
Under BHEL's procedure, a supplier can be removed from a material code if it has not quoted in the last four consecutive enquiries or in any enquiry for two years, has stopped making the item, or has closed. BHEL first issues a show-cause notice with 15 days to reply, and re-registration is possible only after one year.
