EIL vendor registration and the EIL approved vendor list

By TenderGenie Editorial TeamUpdated 8 min read

The short answer

EIL vendor registration is Engineers India's enlistment of suppliers for named products, done online through its enlistment portal. Your application passes a document review, a shop survey of your works by an EIL regional procurement office, and a final committee approval. Enlistment stays valid for three years and then needs revalidation, with enhancement for any new products.

Key takeaways

  • EIL enlists suppliers product by product, after a document review, a shop survey of your works and a committee approval.
  • The bigger prize is often the client project, because EPC contractors on EIL-engineered jobs typically buy only from makes on the project vendor list.
  • Your proven track record (PTR) file decides most applications, so back every reference with drawings, datasheets and dispatch proof.
  • Enlistment lasts three years: file revalidation before enhancement, and treat a move of your works as a separate application.

What does EIL enlist, and who uses the list?

Engineers India Limited (EIL) is best known as the consultant behind refinery, petrochemical, fertilizer and other process projects in India, and it also executes projects where it buys equipment itself. Its enlistment brochure says EIL enlists suppliers and contractors "for procurement of goods and services for various projects", and that its enquiries and orders are hosted on the Central Public Procurement Portal, GeM and EIL's own tender site.

So an EIL enlistment does two jobs for a manufacturer. It puts you on EIL's enquiry lists for the items you are approved for. And because EIL writes the specifications and vendor lists for many client projects, it can put your name in front of the EPC contractors who must buy from approved makes.

Suppliers and contractors are enlisted on separate routes. Suppliers make equipment and materials; contractors do construction and site work, through a different portal that EIL says carries no fee. This guide covers supplier enlistment. For the general steps that apply to every buyer, start with our approved vendor list guide; everything below is specific to EIL.

How the EIL approved vendor list is used in client projects

This is where most of the value sits. On a refinery or petrochemical project, the owner, or EIL acting as its consultant, typically attaches a vendor list to the EPC or LSTK tender. The contractor then prices and orders each equipment item only from makes on that list.

Project specifications in this sector commonly add a few rules on top of the list itself:

  • Approval is item-specific. Being listed for shell and tube exchangers says nothing about air-cooled exchangers or pressure vessels.
  • The contractor checks your status before ordering: whether your approval is still valid, whether its size or rating range covers the item, and whether you are on a holiday list, which is a temporary hold on new orders.
  • A contractor can propose an unlisted maker, but it has to submit that maker's credentials and wait for the owner or consultant to decide. On a tight schedule, many contractors simply will not.
  • Inside a package, sub-vendors for critical components may need approval too, not only the main equipment maker.

Owners and consultants tend to build project lists from makes they have already assessed, which is why enlistment helps. But the project list is its own document, issued with each tender. See the EPC industry page for how these packages are reviewed on the contractor side.

The three stages of EIL supplier enlistment

EIL's brochure on enlisting suppliers and contractors splits supplier enlistment into three stages. Portal screens change from time to time, so treat this as the shape of the process and follow the Terms and Conditions document on the enlistment portal for the detail.

EIL supplier enlistment, stage by stage (from EIL's enlistment brochure)
StageWho handles itWhat happensWhat you control
1. Document reviewEIL enlistment teamCompany, financial, technical and track-record documents are checked against the termsComplete, legible, indexed documents for each product you apply for
2. Shop surveyEIL regional procurement office (RPO), or foreign procurement office (FPO) for overseas makersYour works is assessed: facility, design, planning, quality system, testing, after-sales service and documentsA shop floor, test setup and records ready for the products in your application
3. Final approvalEIL competent authority or committeeThe application is approved or not, and an enlistment letter is issued on approvalChecking the scope in the letter against what you applied for

There is a processing fee for supplier enlistment, with concessional charges for MSMEs and separate categories for Make in India and Start-up India applicants. EIL can revise its rates, so read the fee in the terms on the portal on the day you apply rather than from an old brochure.

What evidence does EIL expect for each product?

Most stalled applications suffer from thin evidence, not weak products. The brochure lists what EIL looks for at the document stage, and the technical items deserve the most care:

  • Proven track record (PTR): supplies made within the past 10 years, backed by purchase orders, approved drawings and datasheets, inspection release notes and lorry receipts. A purchase order shows you won an order, not that you delivered it.
  • Performance feedback from end users, where the item calls for it.
  • Type test reports to the relevant standard, and statutory approvals such as PESO, BIS or IBR where they apply to the product.
  • Your internal quality assurance plan and procedures.
  • Compliance with the EIL specification and inspection and test plan (ITP) for the item, which EIL sends while processing your application. Any deviation goes in with a justification.
  • A responsibility matrix in EIL's format, plus a list of major bought-out items and the activities you source from sub-suppliers.

The company file is more routine: incorporation documents, an ISO 9001 certificate, HSE policy, factory license, Udyam registration if you are an MSME, audited annual reports for three years, EIL's company detail and financial summary formats, and an organization chart that shows design, QA/QC, production and after-sales functions. EIL's web page says ISO 45001 is encouraged but not mandatory for registration.

If the ITP and datasheet work is new to your team, our explainer on the technical datasheet in tenders shows how to answer a specification without hiding deviations.

Preparing for the EIL shop survey

Once your documents pass, EIL's regional procurement office visits the works. According to the brochure, the survey covers at least the manufacturing facility (layout and machinery), design facility, planning and scheduling, the quality management system, testing arrangements, after-sales service and verification of documents.

A few things make the day go better:

  • Keep originals ready for every document you uploaded, especially the PTR orders and test reports. Surveyors ask for them.
  • Show the test bench or test arrangement for the exact product, with calibration records in date.
  • Walk the surveyor through one recent job from drawing to dispatch: design calculation, routing card, inspection records and release note.
  • Make sure the works address on your application, factory license and certificates is the site being surveyed. A second plant needs its own coverage.
  • Put one person in charge who knows the application well and can close small gaps on the spot.

If design is done by a parent company or a collaborator, say so in the application and show the arrangement during the visit. A plain answer on paper costs far less than a surprise on the shop floor.

EIL revalidation, enhancement and shifting of works

An EIL enlistment runs for three years. The portal sends a reminder roughly six months ahead of expiry, which is about the lead time a careful revalidation needs. The portal offers three services for an existing enlistment:

  • Revalidation keeps your enlistment alive for another term. Expect to refresh financials and the track record.
  • Enhancement adds products or a wider range to your profile, or adds works. It is judged on its own evidence, so the new product needs its own PTR.
  • Shifting of works applies when manufacturing moves to a new address. Plan for EIL to look at the new site before the enlistment follows you there.

EIL's page adds a sequencing rule: revalidation and enhancement are separate applications, and EIL suggests filing revalidation first and enhancement a few days later. If an application is rejected, you can reapply once you have corrected the shortfalls and meet the terms.

Put the expiry date, the reminder date and the name of the person who owns the renewal into your compliance calendar. A lapsed enlistment can take you off enquiry lists just as a large project starts buying.

Illustrative example: enlisting a heat exchanger range with EIL

A shell and tube heat exchanger fabricator in Vadodara wants EIL enlistment for exchangers up to 1,200 mm shell diameter and 40 bar design pressure. Over the past ten years it has supplied 26 exchangers, but only five above 900 mm, all to one fertilizer plant.

  1. It sorts its PTR by diameter and pressure and finds that three of the five large units have no inspection release note on file. It asks the client for copies before applying.
  2. When EIL sends the specification and ITP, it lists two deviations, each with a reason, instead of signing a blanket compliance.
  3. Before the shop survey it lays out hydrotest records, welder qualifications and the full drawing-to-dispatch file for its largest recent unit.
  4. Its enlistment letter covers the range applied for. Three years later the reminder arrives; it files revalidation first and an enhancement for air-cooled exchangers a few days after.

The company, sizes and counts are illustrative. The sequence is the useful part: evidence sorted by range, honest deviations, a prepared survey and a renewal that starts early. Our heat exchanger manufacturers page covers how these tenders are read.

Where AI tools help with EIL enlistment, and what stays with you

Enlistment is paperwork and a factory visit, so software helps most with the evidence and with the tenders that follow. TenderGenie Enterprise Memory keeps past tenders, customer history and reusable content in one place, which makes it easier to assemble a product-by-product track record when the PTR file is due.

When an EPC tender arrives with the vendor list tucked into an annexure, Document Intelligence extracts requirements, clauses and datasheets from the pack with a reference to the source page, so you can see whether your make is named for the item. TenderGenie's Risk & Compliance review then compares the TQ/PQ criteria with your organization's credentials.

Your team still decides which products to enlist, which references are strong enough to show, how to answer a deviation in the ITP and whether a project is worth chasing through the contractor. Record those calls in your tender eligibility review so the next bid starts from them.

Questions and answers

What is the EIL approved vendor list?

It is the record of suppliers Engineers India has assessed and enlisted for specific products and works. EIL uses it for its own enquiries, and vendor lists on EIL-engineered client projects often draw on makes it has already assessed. Approval covers named items and ranges, so being listed for one product does not qualify you for another.

How long is EIL vendor registration valid?

Three years from enlistment, according to EIL's Suppliers and Contractors page, and the portal sends a reminder about six months before expiry. File the revalidation in good time. If you also want new products added, file the enhancement as a separate application, since EIL treats the two separately and suggests revalidating first.

What documents are required for EIL vendor registration?

Expect company documents such as incorporation papers, an ISO 9001 certificate, a factory license and Udyam registration if you are an MSME, plus three years of audited accounts and EIL's own formats. The technical file matters most: a track record from the past 10 years with orders, approved drawings, datasheets and dispatch proof, along with type test reports and any statutory approvals.

Is there a fee for EIL supplier enlistment?

Yes. EIL charges a processing fee for supplier enlistment, with concessional charges for MSMEs and separate categories for Make in India and Start-up India applicants. EIL can change its rates, so read the fee in the terms on the enlistment portal before paying. Contractor enlistment is a separate route, and EIL says it has no fee.

What happens in an EIL shop survey?

After your documents clear review, an EIL regional procurement office visits your works. The survey covers the manufacturing facility and machinery, design capability, planning and scheduling, the quality system, testing arrangements, after-sales service and a check of your documents against originals. Prepare records for the exact products you applied for, not a general plant tour.

Does EIL enlistment let me bid in every EIL tender?

No. Enlistment covers the products and ranges in your enlistment letter, and each tender still sets its own qualifying criteria. EIL hosts enquiries on the Central Public Procurement Portal, GeM and its own tender site, so you bid wherever the tender says. On EPC projects, the project vendor list decides which makes the contractor may buy.

How do I add a new product to my EIL enlistment?

Apply for enhancement through the EIL enlistment portal. Enhancement covers added products or ranges and the addition of works, and it is judged on its own evidence, so prepare a track record for the new product. If your revalidation is also due, EIL suggests filing that first and the enhancement a few days later.
