Checklist
Documents required for government tenders: a complete checklist
The short answer
Indian government tenders usually ask for six groups of documents: legal and registration papers, financial proof such as audited accounts and CA certificates with UDIN, experience evidence, technical documents, certificates and authorizations, and signed declarations. The tender's own checklist decides the final list, and every document must be valid, legible and in the prescribed format on the bid date.
Key takeaways
- The tender decides the list: read the checklist annexure, the qualification criteria and every corrigendum, not a generic list.
- CA certificates without a UDIN, unreadable scans and unsigned forms are rejected as readily as missing documents.
- After opening, buyers may ask only for documents that already existed on the bid date, so a missing experience order cannot be added later.
- On GeM, the bid lists the documents it wants in the "Document required from seller" field, and exemption claims need their own proof.
- A document bank with expiry dates turns each new bid into a check rather than a scramble.
Where does a tender list the documents it wants?
No two tenders ask for exactly the same set, so start with the tender rather than a template. The list is usually spread across four places: the eligibility summary in the NIT, the qualification criteria, a checklist annexure near the instructions to bidders, and the forms section. Our tender documents explainer shows where each sits in a standard pack.
Corrigenda can add documents too. In 2020 an Oil India corrigendum (opens in a new tab) made a UDIN mandatory on every chartered accountant certificate and said certificates without one "shall be summarily rejected". A bidder who prepared documents from the original tender and skipped the corrigendum would have been out.
Legal and registration documents
These prove who you are and who may sign for you. They change rarely, which is exactly why they go stale unnoticed.
| Document | What it proves | Validity note |
|---|---|---|
| Certificate of incorporation, partnership deed or proprietorship proof | That the bidder is a legal entity | Permanent, but a name or address change needs the updated record |
| PAN of the entity | Tax identity | Permanent; the name must match GST, bank and Udyam records exactly |
| GST registration certificate | Registered supplier in the state you invoice from | No fixed expiry, but the registration must be active on the bid date |
| Udyam registration certificate | Micro or small enterprise status for EMD exemption and purchase preference | Benefits are for manufacturers and service providers, not traders |
| Power of attorney or board resolution | That the signatory may bind the company | Must name the person whose digital signature signs the bid; renew when that person changes |
| Contractor enlistment or registration | Eligibility for works tenders limited to enlisted classes | Check the class, value limit and expiry against the tender |
The goods manual notes that the Udyam Registration Certificate replaced the older Udyog Aadhaar Memorandum. It also says an enterprise that grows into a higher category keeps its non-tax benefits for three years from the upward change. For works enlistment classes, see our guide to CPWD tenders.
Financial documents: turnover, net worth and solvency
Financial documents carry the most format traps. The tender usually gives its own certificate format, and evaluators compare your figures with the criterion line by line.
- Audited balance sheets and profit and loss statements for the years the tender names, usually the last three financial years.
- A chartered accountant certificate of turnover or net worth in the tender's annexure format, carrying a UDIN. Some buyers will not ask for a corrected copy.
- An undertaking where the latest year is not yet audited, if the tender allows it. Oil India's corrigendum accepted earlier years plus an undertaking when the year ended within six months of bid closing.
- Income tax return acknowledgments. GeM's seller registration pre-requisites (opens in a new tab) say verified ITR details are mandatory for bids and reverse auctions, unless the entity is under 24 months old or exempt from filing.
- A solvency certificate from your bank, where asked, usually on the bank's letterhead and dated within the period the tender sets.
- EMD as a bank guarantee, online payment or other permitted form, or proof of exemption, or a bid securing declaration. The goods manual says bid security normally stays valid 45 days beyond the final bid validity. See EMD in tender.
Turnover certificate wording is a topic of its own, covered in our guide to the turnover and solvency certificate for tender.
Experience and technical documents
Experience documents prove you have done similar work; technical documents prove that what you are offering meets the specification. Both are judged against exact wording, so map each one to the criterion it answers.
- Purchase orders or work orders for similar supplies or works, with the value and date visible.
- Completion, execution or performance certificates from the client. The GeM bid terms we reviewed accept a contract copy with invoices and the bidder's self-certification, a client execution certificate stating contract value, or other proof such as a third-party inspection release note.
- Verifiable issuer details. A BHEL GeM bid (opens in a new tab) warns that certificates without the issuing authority's name, designation, organization contact number and email may be rejected.
- Filled datasheets, catalogs, drawings and a quality assurance plan. Our datasheet guide covers how to fill them.
- A technical compliance statement and a deviation statement, or a no-deviation declaration where the tender asks for one.
- Type test reports and any approvals the specification names.
Why upload everything at once? Paragraph 7.3.5 of the goods manual lets the buyer ask for shortfall documents only where they existed before bid opening and have not changed. Its own example: a completion certificate for a supply order you did submit can be asked for, but a new supply order to help you qualify cannot.
Certificates, authorizations and declarations
This is the group most often left to the last evening, and it is full of signatures. Our guide to tender annexures and declarations covers wording; here is what to have ready.
| Document | When it is asked for | Note |
|---|---|---|
| Manufacturer's authorization | When you quote goods made by another firm | For large contracts, especially capital equipment, the goods manual says it should be tender-specific, not a general dealership letter |
| Quality and product certificates (ISO 9001, BIS licence, approvals) | When the specification or criteria name them | The certificate must be valid on the bid date; note the expiry |
| Make in India local content self-certification | When the Make in India order applies | States the local content percentage and locations of value addition; above ₹10 crore an auditor's or accountant's certificate is needed |
| Land border certificate | In central government and PSU tenders | BHEL asks for the Model Certificate for Tenders from the Finance Ministry order of 23.07.2020; GeM bids carry an undertaking under clause 26 of the GeM GTC |
| Integrity pact | Above the buyer's threshold value | Signed by the authorized signatory; the threshold is set by each ministry |
| Bid securing declaration | When the tender accepts it in place of EMD | Breaking it can lead to suspension from the buyer's tenders |
| Non-debarment declaration | Most tenders | A false declaration is grounds for rejection and further action |
Make in India and land border rules each have their own guide: Make in India local supplier and the land border clause.
Documents required for a GeM bid
GeM separates two sets of documents. Your seller profile holds registration data: PAN, ITR details, GSTIN, bank account and, for MSEs and startups, their registration numbers. The GeM seller registration guide covers that set. Each bid then asks for its own documents, listed in a field on the first page.
In the GeM bid document (opens in a new tab) we reviewed, the "Document required from seller" field read: Experience Criteria, Past Performance, Bidder Turnover, Certificate (Requested in ATC), OEM Authorization Certificate, OEM Annual Turnover, Additional Doc 1 to 4 (Requested in ATC), and Compliance of BoQ specification and supporting document.
- Exemption claims need their own proof. The bid says a bidder seeking exemption from experience or turnover criteria must upload supporting documents.
- EMD exemption under the MSE category applies only to manufacturers of goods and providers of services; traders are excluded.
- Make in India purchase preference needs a certificate from the OEM on local content and the locations of value addition, uploaded with the bid.
- The additional terms (ATC) can ask for more documents, so read them before you upload.
The same bid lists buyer clauses treated as null and void, including mandating submission of documents in physical form as a pre-requisite to qualify. If an ATC demands that, raise a representation rather than couriering paper.
Which documents expire? Validity checks before every bid
Most rejections for "invalid documents" are dates. Check these every time, and again when a corrigendum extends the deadline.
| Document | What decides validity | Check before each bid |
|---|---|---|
| EMD bank guarantee | Normally 45 days beyond final bid validity | Recalculate when the deadline or bid validity is extended |
| CA turnover or net worth certificate | Financial years named in the tender, and UDIN | Fresh certificate in this tender's format |
| Solvency certificate | Issue date window set by the tender | Date of issue against the window |
| ISO, BIS and product approvals | Expiry on the certificate | Valid on the bid date, with renewal planned |
| Power of attorney | Signatory still authorized | Matches the person holding the signing certificate |
| Manufacturer's authorization | Tender-specific in many tenders | Quotes this tender number and item |
| Udyam certificate | Category and activity on record | Covers the tendered item as a manufacturer or service |
Illustrative example: a document check for a Hyderabad lab furniture maker
This example is illustrative. A Hyderabad maker of laboratory fume hoods and benches prepares a ₹68 lakh bid for a central university. The tender's checklist annexure has 21 items. Four days before the deadline, the bid coordinator checks each one against the tender wording rather than against last year's folder.
| Item | Problem found | Fix |
|---|---|---|
| CA turnover certificate | Last year's format, no UDIN | New certificate in the tender's annexure with UDIN, two days |
| Completion certificate, earlier university order | No issuer phone number or email | Requested a reissue on letterhead with contact details |
| Exhaust blower authorization | General dealership letter, no tender number | Asked the blower maker for a tender-specific authorization |
| ISO 9001 certificate | Expires a week before the bid validity ends | Kept it, as it is valid on the bid date, and noted the renewal audit date |
None of the four would have been caught by "is the file in the folder?". All four were caught by "does this file say what the tender asks for?".
How AI tools help build a tender documents checklist, and what people check
The checklist itself is a reading job. TenderGenie's Response Builder analyzes the tender documents and generates an offer checklist of what the response must contain, which the team reviews. Organization documents are attached from a category tree, seals and signatures are set during review, and proposed values are checked field by field beside their source before the final PDF is compiled for your team to submit.
The document bank is a memory job. TenderGenie's Enterprise Memory keeps approved content, credentials and evidence for reuse, checked against each new tender before it goes into a response.
People still check what tools cannot judge: whether a certificate truly meets the criterion, whether a signature and stamp are right, whether a scan is legible, and whether a declaration is true. The authorized signatory remains responsible for every page uploaded.
Questions and answers
What is the list of documents required for government tenders?
Expect six groups: legal and registration papers such as PAN, GST and Udyam; financial proof such as audited accounts and CA certificates with UDIN; experience orders and completion certificates; technical documents; certificates and authorizations; and signed declarations. The checklist annexure in each tender sets the final list.
What documents are required for GeM bid?
The bid page lists them under "Document required from seller", typically experience, past performance, bidder turnover, OEM authorization, OEM turnover, certificates and additional documents requested in the ATC, and BoQ compliance. Exemption claims and Make in India preference need their own supporting documents uploaded with the bid.
Is UDIN mandatory on a CA certificate for tenders?
Many tenders require it, and some reject certificates without one outright. An Oil India corrigendum, for example, said CA certificates without UDIN would not be considered and would be summarily rejected, with no further clarification entertained. Ask your CA to generate a UDIN for every tender certificate.
Can I submit a missing document after bid opening?
Only in limited cases. Under the central goods manual, the buyer may ask for shortfall documents that existed before bid opening and have not changed, such as a completion certificate for an order you already submitted. You cannot add a new order or document to qualify after opening.
What is a tender documents checklist?
It is a list of every document a specific tender asks you to submit, usually given as an annexure, with each item matched to the clause that requires it. Bid teams extend it with the owner, format, signature requirement and expiry date of each document so nothing is missed.
Do I need an MSME certificate to bid in government tenders?
No, but you need a Udyam registration certificate to claim MSE benefits such as EMD exemption and purchase preference. The benefits apply to manufacturers of goods and providers of services, not traders, and the exemption proof must be uploaded with the bid.
How long should an EMD bank guarantee be valid?
The central goods manual says bid security should normally remain valid for 45 days beyond the final bid validity period. Check the tender for its own figure, and extend the guarantee whenever the buyer extends the bid deadline or asks bidders to extend bid validity.
